Certification Introduction
For customs clearance and market entry of electronic and electrical products in Uzbekistan, compliance with the GOST UZ (also known as UzGOST) certification system is required, which is administered by the Uzbekistan National Committee for Standardization, Metrology and Certification (Uzstandard). The system is divided into two categories: mandatory certification and voluntary certification. Products on the mandatory list must obtain certification before customs clearance and sales; uncertified products will be detained by customs. Low-risk non-mandatory categories can apply for voluntary certification to enhance market recognition. The scope covers all types of civil, commercial and industrial electronic and electrical products. Personal non-commercial imports, exhibition samples, etc. are exempt from certification. The 2025 new regulation has added photovoltaic modules, children's smart watches, electric vehicle charging piles and other products to the mandatory list.
Laws and Regulations
The core regulatory basis is the Uzbekistan Law on Certification of Products and Services. Uzstandard is responsible for rule updates and implementation, and adjusts the mandatory certification product list annually. The 2025 version of the list includes a total of 253 product categories requiring certification. Uzbekistan is advancing the accession process to the Eurasian Economic Union (EAEU), and the certification system is expected to align with EAEU EAC certification in the future. Export enterprises need to confirm the latest rules via Uzstandard's official website. Certification comes in two forms: Certificate of Conformity (CoC) and Declaration of Conformity (DoC), both have equal legal effect, and applicable product categories are clearly defined by regulations.
Technical Requirements
Core requirements cover two major fields: electrical safety and electromagnetic compatibility (EMC):
- Electrical safety: Localized adoption of IEC international standards. Audio-video/IT equipment generally follow O'z DSt IEC 62368-1 (replacing the original older standards IEC 60065 and IEC 60950), and electric vehicle charging piles comply with the UZS 62196 standard
- EMC: Implements the O'z DSt 301489 series standards, with key control over conducted disturbance, radiated disturbance, electrostatic discharge immunity and other items All technical documents must be translated into Russian or Uzbek and notarized. Certified products must be marked with the UzGOST mark and certificate number at a prominent position on the product body.
Certification Process
Check whether the product falls into the mandatory certification scope via Uzstandard's official channel against the HS code, and confirm the applicable certification type. Non-Uzbekistan local enterprises must entrust a locally registered agency as an authorized representative and provide notarized legal authorization documents. Prepare a full set of application materials translated and notarized in Russian/Uzbek, including the certification application form, enterprise business license, product technical data, import contract, etc. After submitting the application, complete document review, provide samples to a Uzstandard-accredited laboratory for testing as required, and some batch-based certifications require additional factory audits. After all review and testing are passed, the corresponding certification certificate or declaration of conformity will be issued.
