Certification Introduction
Agricultural and forestry machinery exported to Saudi Arabia falls within the scope of mandatory certification, and compliance assessment must be completed via the SABER electronic certification system of the Saudi Standards Organization (SASO). The certification certificate is a necessary document for product customs clearance and sales in the Saudi market. According to the new regulation implemented starting from 2025, traditional letters of undertaking and post-arrival certificate reissuance are not accepted, and non-compliant goods will be deemed to have invalid customs clearance.
Laws and Regulations
The main regulatory authority is the Saudi Standards Organization (SASO), and the overall framework follows the unified standard system of the Gulf Standardization Organization (GSO) of the Cooperation Council for the Arab States of the Gulf. The core rule is the new SABER system regulation issued by SASO, which requires all imported agricultural and forestry machinery to obtain the Product Certificate of Conformity (PCoC) and Shipment Certificate of Conformity (SCoC) before the goods arrive at the port. Technical Requirements
Agricultural and forestry machinery must comply with the general international safety and performance standards adapted and published by GSO. Common applicable standards include:
- GSO ISO 17103:2014 Agricultural mowing machinery - Test and acceptance requirements for protective structures
- GSO ISO 11512:2013 Special tracked forestry machinery - Performance requirements for braking systems
- GSO ISO 11169:2013 Special wheeled forestry machinery - Standard braking test method Products must pass the required safety performance tests, and test reports must meet SASO recognition requirements.
Certification Process
- Prepare application materials including product technical documents, qualified test reports, enterprise and product qualifications, etc.
- Submit the PCoC application via the SABER system, and obtain the certificate after passing the review. PCoC is usually valid for 1 year, and multiple shipments of the same product within the validity period do not require repeated applications
- Before each batch of shipment, submit the SCoC application for the corresponding batch via the SABER system to verify the consistency between the product and the registered information
- After SCoC is approved and issued, the goods can be arranged for shipment, and the certificate is used for customs clearance at Saudi ports
