Certification Introduction
Agricultural and forestry machinery exported to Saudi Arabia falls under the scope of mandatory certification, and must complete conformity assessment via the SABER electronic certification system of the Saudi Standards Organization (SASO). The certification certificate is a necessary document for product customs clearance and market entry sales in Saudi Arabia. According to the new regulations implemented since 2025, traditional letters of undertaking and retroactive certificate application after goods arrival are no longer accepted, and non-compliant goods will be ruled as invalid for customs clearance.
Laws and Regulations
The main regulatory authority is the Saudi Arabian Standards Organization (SASO), and the overall compliance follows the unified standard framework of the Gulf Standardization Organization (GSO) of the Cooperation Council for the Arab States of the Gulf. The core rule is the new regulation of the SABER system issued by SASO, which requires all imported agricultural and forestry machinery must obtain the Product Certificate of Conformity (PCoC) and Shipment Certificate of Conformity (SCoC) before goods arrive at the port. Technical Requirements
Agricultural and forestry machinery must comply with the general international safety and performance standards converted and released by GSO, common applicable standards include:
GSO ISO 17103:2014 Test and acceptance requirements for protective structures of agricultural mowing machinery;
GSO ISO 11512:2013 Performance requirements for braking systems of special tracked forestry machinery;
GSO ISO 11169:2013 Standard for braking test methods of special wheeled forestry machinery.
Products must pass the required safety performance tests, and test reports must meet SASO accreditation requirements.
Certification Process
Prepare application materials including product technical documents, qualified test reports, enterprise and product qualifications, etc.;
Submit PCoC application via the SABER system, obtain the certificate after passing the review. PCoC is usually valid for 1 year, and multiple shipments of the same product within the validity period do not require repeated application;
Before each batch of shipment, submit SCoC application for the corresponding batch via the SABER system to verify the consistency between the product and registered information.
