Certification Introduction
Saudi Arabia is a member state of the Gulf Cooperation Council (GCC). The access of motor vehicles and their components to the Saudi market falls under mandatory regulatory control, and products must comply with both GCC unified certification rules and local Saudi SASO compliance requirements. Goods without valid qualification certificates will be denied entry by customs. The core purpose of this certification is to ensure road traffic safety, protect consumer safety and the ecological environment, and it is a necessary document for product customs clearance and market sales.
Laws and Regulations
The main regulatory basis is GCC Technical Regulation TR 03/2017 (mandatory requirements for complete motor vehicles) issued by the Gulf Standardization Organization (GSO). The Saudi Standards, Metrology and Quality Organization (SASO) implements a national unified Product Conformity Certification Program (PCP), which requires all regulated products to obtain a Certificate of Conformity (CoC) before shipment. Commonly used standards include: GSO 2143 (complete motor vehicle safety), GSO 2147 (tire performance and safety), SASO 2694 (brake discs), SASO 2415 (headlamps), SASO 2416 (signal lamps). Specific standards shall be checked and updated according to product type on the official SASO website.
Technical Requirements
- Complete vehicles: Must meet requirements for braking performance, steering stability, body crash safety, lighting and signaling, emission and noise limits, etc. A type approval certificate is required, and products must be accompanied by Arabic user instructions, maintenance manuals and parts lists.
- Components: Tires must meet requirements for load index, speed rating, wear resistance and wet grip, with information such as production date, size and tire pressure marked; Brake discs must pass high-temperature brake fade and corrosion resistance tests, and addition of asbestos is prohibited; Lamps must meet requirements for light intensity distribution, water resistance and vibration resistance; All product labels must include Arabic marking, and brake discs are mandatory to be affixed with RFID electronic tags starting from 2024.
Certification Process
Confirm the regulated category of the product and the corresponding applicable standards, prepare application forms, commercial invoices, product technical documents, existing qualified test reports and other materials; Send samples to a SASO-accredited laboratory to complete the required test items; After passing the tests, submit the formal certification application and full set of documents, and accept factory inspection or pre-shipment inspection as required; After approval, the corresponding compliance certificate will be issued, and the certificate shall accompany the goods for Saudi customs clearance.
