Certification Introduction
Saudi Arabia is a member state of the Gulf Cooperation Council (GCC). The entry of motor vehicles and their components into the Saudi market falls under mandatory regulatory scope, and products must comply with both the unified GCC certification rules and local Saudi SASO compliance requirements. Goods without valid qualification certificates will be refused entry by customs. The core purpose of this certification is to guarantee road traffic safety, protect consumer safety and the ecological environment, and it is an essential document for product customs clearance and market sales.
Laws and Regulations
The main legal basis is the GCC technical regulation TR 03/2017 (mandatory requirements for complete motor vehicles) issued by the Gulf Standardization Organization (GSO), and the national unified Product Conformity Program (PCP) implemented by the Saudi Standards, Metrology and Quality Organization (SASO), All regulated products are required to obtain a Certificate of Conformity (CoC) before shipment.
Common applicable standards include: GSO 2143 (complete motor vehicle safety), GSO 2147 (tire performance and safety), SASO 2694 (brake discs), SASO 2415 (headlamps), SASO 2416 (signal lamps). Specific standards shall be verified and updated based on product type on the official SASO website.
Technical Requirements
Complete Vehicles: Products must meet requirements for braking performance, steering stability, body crash safety, lighting and signaling, emission and noise limits, etc. A type approval certificate is required, and the product must be accompanied by Arabic user manuals, maintenance manuals and parts lists.
Auto Parts: Tires must meet requirements for load index, speed rating, wear resistance and wet grip, and must be marked with production date, size, tire pressure and other information; brake discs must pass high-temperature braking attenuation and corrosion resistance tests, and the addition of asbestos is prohibited; lamps must meet requirements for light intensity distribution, water resistance and vibration resistance; all product labels must include Arabic markings, and since 2024, brake discs are mandatorily required to be affixed with RFID electronic tags.
Certification Process
Confirm the regulated category of the product and the corresponding applicable standards, and prepare materials including the application form, commercial invoice, product technical documents, existing qualified test reports, etc.;
Send samples to SASO-accredited laboratories to complete all required test items;
After passing the tests, submit the formal certification application and full set of documents, accept factory inspection or pre-shipment inspection as required;
After passing the review, the corresponding compliance certificate will be issued, which accompanies the goods for Saudi customs clearance.
