Certification Introduction
Motor vehicles and their components exported to or placed on the market of Uzbekistan must complete the official required compliance certification. The certification is mainly divided into two core modules: Vehicle Safety Certification (VTA) and Environmental Compliance Confirmation, supervised respectively by the Technical Regulation Agency of Uzbekistan and the Ecological and Environmental Protection Committee. The latest 2025 policy has simplified the environmental certification process for newly imported motor vehicles.
Laws and Regulations
The core regulations are the General Technical Regulation on Safety of Wheeled Vehicles approved by Uzbekistan in 2017, and the Decree on Simplifying the Environmental Requirements Assessment System for Imported Automobiles issued by the Uzbekistan Cabinet in 2025. Safety item requirements refer to UNECE (United Nations Economic Commission for Europe) regulations, Russian GOST standards, and Uzbekistan's national DST standards. Specific specifications shall be subject to the latest official release from the Technical Regulation Agency of Uzbekistan.
Technical Requirements
- Safety requirements: Cover vehicle handling stability, wheel splash protection, forward visibility, windshield deicing and cleaning system, in-vehicle noise, ventilation and air conditioning system, harmful substance content in cab and passenger compartment, vehicle dimensions, weight, maneuverability and other items. Components must match the corresponding safety technical specifications of the complete vehicle.
- Environmental requirements: Class M (passenger) and Class N (freight) motor vehicles must meet Euro 4 and above emission standards; pure electric vehicles (excluding hybrid vehicles) do not require environmental assessment. No compliance document will be issued for products that do not meet emission requirements.
Certification Process
Submit the certification application and relevant supporting documents, the competent authority will complete document review and arrange sample testing according to product type. Motor vehicle safety certification requires an additional factory inspection link. After all reviews and tests are qualified, the compliance certificate is obtained, and the product will accept official post-certification supervision after being launched on the market. Environmental compliance can be confirmed via the production country's regulations on banning low-emission vehicle production, the manufacturer's official letter or other supporting documents, no separate ecological certification test is required.
