Certification Introduction
Motor vehicles and their components exported to or placed on the market in Uzbekistan must complete the official required compliance certification. The certification is mainly divided into two core modules: Vehicle Safety Certification (VTA) and Environmental Compliance Confirmation, which are supervised by the Uzbekistan Agency for Technical Regulation and the State Committee for Ecology and Environmental Protection respectively. The latest 2025 policy has simplified the environmental certification process for newly imported motor vehicles.
Laws and Regulations
The core regulations are the General Technical Regulation on Safety of Wheeled Vehicles approved by Uzbekistan in 2017, and the Decree on Simplifying the Environmental Requirements Assessment System for Imported Automobiles issued by the Cabinet in 2025.
Safety project requirements refer to UNECE United Nations Economic Commission for Europe regulations, Russian GOST standards, and Uzbekistan's local DST standards. Specific specifications shall be subject to the latest official release from the Uzbekistan Agency for Technical Regulation.
Technical Requirements
Safety Requirements: It covers vehicle handling stability, wheel splash protection, forward visibility, windshield de-icing and cleaning system, interior noise, ventilation and air conditioning system, harmful substance content in cab and passenger compartment, vehicle dimensions, weight, maneuverability and other items. Components must match the safety technical specifications of the corresponding complete vehicle.
Environmental Requirements: Class M (passenger) and Class N (freight) motor vehicles must meet Euro 4 or higher emission standards. Pure electric vehicles (excluding hybrid vehicles) do not require environmental assessment, and compliance documents will not be issued for vehicles that do not meet emission requirements.
Certification Process
Submit certification application and relevant supporting materials, the competent authority completes document review and arranges sample testing according to product type;
Motor vehicle safety certification requires an additional factory inspection link. After all reviews and tests pass, the compliance certificate is obtained, and the product will be subject to official post-certification supervision after being launched on the market. Environmental compliance can be confirmed based on the regulations of the producing country banning low-emission vehicle models, the manufacturer's official letter or other supporting documents, and no separate ecological certification test is required.
