Certification Introduction
For production, import and sales of motor vehicles and their components within the territory of China, products must meet the dual compliance requirements of MIIT product access and mandatory CCC certification, which is the core prerequisite for products to be legally launched on the Chinese market.
Starting from January 1, 2027, 16 types of safety-related motor vehicle components including automotive seat belts, safety glass and automobile seats must be converted from enterprise self-declaration to third-party CCC certification. Products can only leave the factory, be imported or sold after obtaining the certificate and affixing the CCC mark. Existing self-declarations must complete certificate conversion before December 31, 2026.
Laws and Regulations
Core regulations include: Measures for the Administration of Access of Road Motor Vehicle Manufacturing Enterprises and Products (Order No. 50 of the Ministry of Industry and Information Technology), Decision on Amending the Provisions on Access Administration of New Energy Vehicle Manufacturing Enterprises and Products (Order No. 54 of the Ministry of Industry and Information Technology), as well as the announcement on adjustment of mandatory product certification modes issued by the State Administration for Market Regulation.
All products must comply with the requirements of China's mandatory national standard system for motor vehicles. Specific versions and update requirements can be inquired and verified on the official website of the State Administration for Standardization.
Technical Requirements
Complete vehicles need to meet multi-dimensional mandatory requirements including safety, environmental protection and energy conservation. Core standards include: GB 7258 Technical Conditions for Motor Vehicle Operation Safety, GB 1589 Outer Dimensions, Axle Loads and Mass Limits for Automobiles, GB 18384-2025 Safety Requirements for Electric Vehicles, GB 38031-2025 Safety Requirements for Traction Batteries for Electric Vehicles, GB 18352.6 Emission of Pollutants from Light-duty Vehicles, GB 3847 Emission of Pollutants from Diesel Vehicles, etc.
Components need to comply with the corresponding CCC certification implementation rules and special national standard requirements, to ensure product consistency meets certification control regulations.
New energy motor vehicles also need to meet special standard requirements for energy consumption and charging safety.
Certification Process
Prepare product technical documents and factory quality management materials, submit access/certification entrustment;
Complete product sampling and type testing in accordance with regulatory requirements;
Accept on-site production inspection, verify the factory's quality assurance capability and product consistency;
Obtain the corresponding access permit or CCC certification certificate after passing the inspection;
Affix compliance marks on the product and packaging as required, and accept post-certification supervision and inspection subsequently.
