Certification Introduction
For engineering machinery exported to India, according to the latest 2026 policy from the Ministry of Heavy Industries of India, the engineering machinery originally planned to be included in the mandatory Scheme-X certification system of the Bureau of Indian Standards (BIS) has been removed from the mandatory certification requirement. Enterprises can launch products on the Indian market without applying for BIS certification, which greatly reduces compliance costs. The cancellation of mandatory certification does not mean relaxation of product quality requirements; enterprises still need to meet India's basic safety requirements and continue to follow up on subsequent policy adjustments from Indian regulatory authorities.
Laws and Regulations
The core regulation is Order No. S.O. 239(E) issued by the Ministry of Heavy Industries of India on January 16, 2026, which officially repeals the Safety of Mechanical and Electrical Equipment (Composite Technical Regulations) Order (2024) (OTR), and the repeal order takes effect immediately. Enterprises still need to comply with the safety requirements for installation and use of industrial machinery under India's Factory Act. If some special sub-categories of engineering machinery are included in other Quality Control Orders (QCO) in the future, compliance requirements shall be implemented in accordance with the corresponding regulations, and the latest product scope catalog can be queried on the official BIS website.
Technical Requirements
- General safety requirements refer to Indian Standard IS 11328, and electrical systems shall comply with the IS/IEC 60204-1 standard
- Hazardous rotating and cutting parts must be equipped with reliable protective devices, and the equipment cannot be started without protection installed
- The protection rating of electrical cabinets shall not be lower than IP54, the emergency stop device shall be a red mushroom head, complying with the requirements of ISO 13850
- Continuous noise at the operator's workstation shall not exceed 85 decibels, and the peak impact noise shall not exceed 140 decibels
- Safety warning signs shall include English and at least one official Indian language, and the grounding wire shall be marked with green-yellow dual color
- Load-bearing components shall provide material strength certificates conforming to Indian standards
Certification Process
Enterprises first check the latest mandatory certification product catalog on the official BIS website to confirm whether their products fall into the mandatory certification scope; if products are not subject to mandatory certification, enterprises shall issue a self-declaration of conformity confirming that the product meets Indian safety standards, and organize technical documents such as design drawings, material certificates, and safety test reports for future inspection; after completing customs clearance procedures, products can be launched on the Indian market.
