For motor vehicles and their components exported to and placed on the market in Macao, China, statutory motor vehicle trademark and model approval is required. Unaproved motor vehicles cannot be registered or sold. Key motor vehicle components shall complete model filing along with the complete vehicle, and components placed on the market separately shall also complete specification approval. All imported motor vehicles are goods subject to pre-licensing control in Macao, and an import license must be obtained before customs clearance.

The main applicable regulations include: Law No. 7/2003 of Macao (Foreign Trade Law), Chief Executive Order No. 209/2021 (Catalog of Goods Subject to Pre-approval), and the Stamp Duty Regulations amended by Law No. 24/2020. The Transport Bureau of Macao is responsible for approval and administration, and the Economic and Technological Development Bureau is responsible for import license approval. • Motor vehicles shall provide a compliant exhaust emission certificate, and automobiles shall additionally provide an On-Board Diagnostics (OBD) certificate;
• Electric motor vehicles shall provide vehicle power safety certification documents;
• All technical documents shall be in Chinese, Portuguese or English, and vehicle identification number (VIN) certification documents shall be provided;
• Motor vehicle components shall submit specification materials, which are included in the complete vehicle technical documents for filing. Components sold separately shall complete model registration and meet the corresponding safety specification requirements.
