For motor vehicles and their components exported to Macau, China and launched on the local market, statutory motor vehicle trademark and type approval must be obtained. Motor vehicles without approval are not allowed to be registered or sold; key motor vehicle components need to complete model filing along with the complete vehicle, and components launched on the market separately must also complete specification approval. All imported motor vehicles are goods subject to pre-licensing control in Macau, and import licenses must be obtained before customs clearance can be processed.

The main applicable regulations include: Macau Law No. 7/2003 (Foreign Trade Law), Chief Executive Instruction No. 209/2021 (Catalog of Goods Subject to Pre-approval), and the Stamp Duty Regulation amended by Law No. 24/2020. The Transport Bureau of Macau is responsible for approval management, and the Economic and Technological Development Bureau is responsible for import license approval. Motor vehicles need to provide a qualified exhaust emission certificate that meets requirements, automobiles need to additionally provide an on-board diagnostic system (OBD) certificate. Electric motor vehicles need to provide vehicle electrical safety certification documents. All technical documents must be in Chinese, Portuguese or English, and a vehicle identification number (VIN) certificate must be provided. For motor vehicle components, specification materials shall be submitted and included in the technical document filing of the complete vehicle. Components sold separately need to complete model registration and comply with the corresponding safety specification requirements.
