Certification Introduction
GCC Certification is a mandatory conformity certification implemented by the Gulf Standardization Organization (GSO), and it is a statutory market access requirement for motor vehicles and their components to enter the member states of the Gulf Cooperation Council. It applies to all 7 GCC member states (Saudi Arabia, United Arab Emirates, Kuwait, Qatar, Bahrain, Oman, Yemen). Certified products can circulate freely within the region. The core purpose is to ensure product safety and environmental performance and simplify regional trade processes. Complete motor vehicles and core components such as tires and safety glass are all within the scope of mandatory certification.
Laws and Regulations
GCC implements a unified certification framework, and all member states align with the unified regulations and standards developed by GSO. Some countries may have additional supplementary requirements, which need to be verified against the regulatory requirements of the corresponding country. Core regulatory documents include:

Technical Requirements
- Complete vehicles must meet safety requirements including braking performance, steering stability, crash safety, and lighting signals, comply with environmental requirements such as emission and noise limits, and be equipped with standardized user instructions and product traceability marks.
- Core components must meet the product-specific performance and safety requirements. For example, tires must conform to indicators such as load index, speed rating, wear resistance, and wet grip, and mandatory information must be marked on the product.
- Qualified products must be affixed with the GCC Conformity (GC) mark, and some official documents require Arabic versions.
Certification Process
- Submit certification application, provide product specifications, technical documents, manufacturer qualification information, and ship qualified test samples.
- Product testing is conducted by a GSO-accredited body, covering all applicable safety, performance and environmental indicators.
- The certification body reviews technical documents. For some products, an initial factory production inspection is required to confirm that the production quality control system meets requirements.
- After passing testing and review, a GCC type certification certificate is issued. Products can be put on the market after enterprises affix the GC mark. The certificate is generally valid for 1 year, and annual re-audit is required to maintain validity.
