Certification Introduction
GCC Certification is a mandatory conformity certification implemented by the Gulf Standardization Organization (GSO), and it is a statutory access requirement for motor vehicles and their components to enter the markets of Gulf Cooperation Council member states. It applies to all 7 GCC member states (Saudi Arabia, United Arab Emirates, Kuwait, Qatar, Bahrain, Oman, Yemen), products that obtain GCC certification can circulate freely within the region, The core purpose is to guarantee product safety and environmental performance, simplify regional trade processes, and complete motor vehicles as well as core components such as tires and safety glass are all within the scope of mandatory certification.
Laws and Regulations
GCC implements a unified certification framework, and all member states align with the unified regulations and standards formulated by GSO. Some countries may have additional supplementary requirements, so it is necessary to verify the regulatory requirements of the corresponding target country. Core regulatory documents include:
1.GCC Technical Regulation TR 03/2017 "Mandatory Requirements for Complete Motor Vehicles"
2.Unified Standards: GSO 2143:2018 (motor vehicle safety performance), GSO 2147:2018 (tire performance and safety), GSO 2530 (motor vehicle emissions)
Technical Requirements
Complete vehicles must meet safety requirements such as braking performance, steering stability, crash safety, and lighting and signaling, while complying with environmental requirements such as emission and noise limits, and must be equipped with standardized operating instructions and product traceability marks.
Core components must meet the performance and safety requirements corresponding to their product type, for example, tires must conform to indicators including load index, speed rating, wear resistance, and wet grip, and mandatory information must be marked on the product.
Qualified products must be affixed with the GCC Conformity (GC) mark, Some official documents are required to be provided in Arabic version.
Certification Process
Submit the certification application, provide product specifications, technical documents, manufacturer qualification information, and send qualified test samples;
Product testing covering all applicable safety, performance and environmental indicators is completed by a GSO-accredited institution;
The certification body audits the technical documents, some products require an initial factory production inspection to confirm that the production quality control system meets the requirements;
After passing the test and audit, the GCC type certification certificate will be issued, and products can be launched for sale after enterprises affix the GC mark. The certificate is usually valid for 1 year, and annual review is required to maintain its validity.
