Certification Introduction
Brazil is the largest construction machinery consumer market in South America. All construction machinery products circulating in the Brazilian market, including earthmoving machinery, lifting equipment, concrete machinery and other categories, must pass mandatory safety certification to obtain legal market access. Products without certification will be detained by Brazilian customs and cannot be cleared for sale. The core certification requirement is NR12 machinery safety certification, and products must also meet the national certification management requirements of INMETRO.
Laws and Regulations
The core regulation is NR12 (Norma Regulamentadora 12) machinery safety standard issued by the Brazilian Ministry of Labor. It is the mandatory regulatory basis for mechanical equipment safety in Brazil, and the Brazilian National Institute of Metrology (INMETRO) is responsible for the management of the certification system. Most Brazilian technical standards for construction machinery are revised based on IEC and ISO international standards. The revised version of NR12 was implemented in 2024, and specific clauses need to be checked against the latest content officially released by the Brazilian Ministry of Labor.
Technical Requirements
- Mechanical protection: The steel plate thickness of fixed protective covers shall not be less than 1.2mm, the aperture of the protective net in dangerous areas shall be ≤8mm, and the safety protection distance for rotating parts shall be ≥850mm.
- Electrical safety: The control voltage shall not exceed 50V AC or 120V DC. Emergency stop buttons shall adopt a red mushroom-head design, and dual-circuit safety relays must be configured.
- Hydraulic system: High-pressure pipelines shall be marked with clear warning signs. Additional protection is required when the working pressure exceeds 150bar, and the hydraulic oil tank shall be equipped with a liquid level alarm device.
- General requirements: A full-process product risk assessment shall be completed, and bilingual (Portuguese/English) safety warning signs shall be pasted on the equipment surface.
Certification Process
Confirm product scope and sort out design documents proving the product meets NR12 requirements; Prepare application materials, translate product technical documents into Portuguese and complete notarization, compile the risk level assessment report, and obtain authorization from a local Brazilian representative; After application submission, an INMETRO designated institution will complete product testing, and conduct traceability review of key components and production site conformity inspection simultaneously; After passing the audit, the compliance certificate will be obtained. Post-certification, annual supervision audits are required, product technical changes must be actively declared. The certificate is valid for 5 years, and renewal procedures are required upon expiration.
