Certification Introduction

Robots (including consumer-grade home robots and industrial robots) exported to Saudi Arabia must comply with Saudi Arabia's official mandatory conformity certification requirements, and the entire process is handled via the Saudi SABER online platform. As high-risk regulated electromechanical products, robots must obtain both PC (Product Certificate of Conformity) and SC (Shipment Certificate of Conformity) to clear customs and enter the market. Robots with wireless communication functions (Wi-Fi, Bluetooth, etc.) additionally require type approval from the Saudi Communications and Information Technology Commission (CITC).

Technical Requirements

  • Safety standards: IEC 60335-2-95 applies to home robots, IEC 62368-1 applies to general electromechanical robots;
  • Electromagnetic compatibility: Complies with CISPR 14-1 and CISPR 32 standards;
  • Battery requirements: Built-in lithium batteries must provide UN38.3 test reports and IEC 62133 certification;
  • Special requirements: Industrial robots must meet test requirements for high temperature environment adaptability and dust tight sealing performance;
  • Labeling requirements: Products and packaging must have bilingual labels in Arabic/English, and instruction manuals must include Arabic safety warnings.

Certification Process

Product samples are sent to an ISO 17025 accredited laboratory for testing to obtain a CB test report covering Saudi national differences and an IECEE certificate; a local Saudi importer registers an account on the SABER platform, submits test certificates, technical documents, labels and instruction manuals and other materials to apply for a PC certificate; after the PC application is approved and a 1-year valid product certification is obtained, before each shipment, submit batch documents including commercial invoices, packing lists, product photos, etc., and link to the PC certificate to apply for an SC certificate; after approval and payment, the SC certificate is issued within 1-3 working days for customs clearance at the destination port.
