Agricultural & Forestry Machinery — Eurasian Economic Union (EAEU)

Certification Introduction

When entering the Eurasian Economic Union (EAEU, including five member states: Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan) market, agricultural and forestry machinery must obtain mandatory EAC Certification (CU-TR Certification), which realizes "one certification, access to all five countries". Certification results are mutually recognized by all member states, and uncertified products cannot clear customs or be listed for sale.

Technical Requirements

  • Mechanical safety: Must meet safety requirements including structural strength, anti-tipping stability, protection for hazardous moving parts, braking performance, noise and vibration control, etc.;
  • Electrical and electromagnetic compatibility: Low-voltage components must comply with insulation and grounding safety requirements, and products with electronic devices must meet the requirements for electromagnetic interference limits;
  • Hazardous substances: Electronic components must comply with RoHS requirements for restricting hazardous substances such as lead and mercury;
  • Identification and documents: All technical documents must be provided in Russian, and compliant products must be affixed with the EAC conformity mark before being marketed.

Certification Process

  1. Confirm product classification, clarify applicable regulations, and select the certification mode based on product risk level and production scale: High-risk mass products need to apply for EAC Certificate of Conformity (CoC), while medium-low risk small-batch products can apply for EAC Declaration of Conformity (DoC);
  2. Prepare the full set of application materials, including Russian version product manuals, technical drawings, risk assessment reports, enterprise qualification documents, etc.;
  3. After submitting the application, complete document review, conduct sample testing in an EAEU-accredited laboratory as required, and CoC for mass production requires additional factory audit;
  4. After passing the review, the certification document is issued and filed in the official EAEU system, and the product can be launched to the market after affixing the EAC mark.
