Certification Introduction
For export or placement of electrical and electronic products into the Venezuelan market, mandatory COVENIN conformity certification is required. The certification is supervised and issued by SENCAMER, Venezuela's official certification body. It is a necessary prerequisite for product customs clearance, entry and legal market placement, covering all categories of electrical and electronic products including household appliances, IT equipment, lighting products, photovoltaic modules, electric vehicle accessories, etc.
Laws and Regulations
The core regulation is the Industrial Product Quality Law revised in 2019. The certification system is managed by the Venezuelan Standards Committee FONDONORMA, and implements the COVENIN series of national standards. The electronic certification system SICOVENIN has been implemented since 2023. Since 2020, Venezuelan customs has fully implemented the SIDUNEA electronic declaration system, requiring pre-declaration to be completed 72 hours before cargo arrival. Venezuelan regulations are updated frequently, so it is recommended to confirm the latest requirements in real time via official channels.
Technical Requirements
- Basic requirements: COVENIN series standards are adopted, most of which are equivalent to or reference IEC international electrotechnical standards. The voltage system is 120V/60Hz, and tropical climate adaptability testing is a mandatory inspection item.
- Mandatory testing: All electrical and electronic products must pass electrical safety and electromagnetic compatibility (EMC) testing; categories such as photovoltaic modules and household appliances require additional energy efficiency testing.
- Marking and documentation: The product body must be marked with the Spanish certification information "Certificado COVENIN" and corresponding standard number. Technical documents and operating instructions must be in Spanish. The certificate of origin and local agent authorization letter must undergo consular authentication.
Certification Process
First confirm the applicable COVENIN standard number for the product, prepare a full set of technical documents and test samples; send samples to an officially accredited laboratory to complete required tests; after obtaining a qualified test report, submit the certification application and all materials to SENCAMER; after passing official technical review, the certification certificate will be issued; the certificate is valid for 3 years, a production conformity statement must be submitted annually after issuance, and products are subject to market sampling inspection.
