Certification Introduction

The Eurasian Economic Union (EAEU, including five member states: Russia, Kazakhstan, Belarus, Armenia and Kyrgyzstan) implements unified mandatory EAC certification for market access of construction machinery. One certification is valid across all five member states, replacing the original national certifications of each country, and it is a legally required document for legitimate customs clearance, sales and use of products. Construction machinery is categorized as high-risk products. Most self-propelled, power-driven construction machinery are required to obtain an EAC Certificate of Conformity (CoC), and only a very few unpowered, non-self-propelled simple construction machinery attachments can use the Declaration of Conformity (DoC).

Technical Requirements

Core requirements include: product structural stability and compliant braking performance, with safety protection such as anti-rollover and anti-extrusion; cabs shall meet ROPS anti-rollover and FOPS falling-object protection requirements; noise and vibration emissions comply with specified limits, and hydraulic systems meet pressure resistance and sealing requirements; electronically controlled products meet insulation, electric shock prevention and electromagnetic compatibility requirements; all nameplates, instruction manuals, warning signs and technical documents shall be in Russian and notarized; applying enterprises are mandatorily required to hold an ISO 9001 quality management system certificate; witness testing for large construction machinery can be conducted at the production factory.

Certification Process

Appoint an authorized representative registered within the territory of the Eurasian Economic Union, complete product classification, and confirm applicable regulations and certification modes; prepare a full set of Russian technical documents, including application form, translated business license, ISO 9001 certificate, Russian instruction manual, technical drawings, risk assessment report, etc.; after application submission, sample testing will be completed by a laboratory accredited by the Eurasian Economic Union; EAC CoC certification requires on-site factory audit, and annual supervision audit is required for certificates with a validity of 3 to 5 years; after passing the audit and testing, the certificate will be entered into the unified database of the Union, and the product shall be marked with the EAC mark.
