Certification Introduction
For agricultural and forestry machinery exported to and placed on the EU market, CE certification is a mandatory market access requirement. Products meeting CE certification requirements can circulate freely across the 27 EU member states. Regulatory authorities of all member states recognize the compliance validity of the CE mark, so no additional separate access procedures at the member state level are required. The core purpose of this certification is to meet the EU's basic requirements for health, safety and environmental protection for agricultural and forestry machinery.
Laws and Regulations
The core applicable regulation is the EU Machinery Directive (2006/42/EC), which specifies the basic health and safety requirements for products placed on the market. Agricultural and forestry power machinery with internal combustion engines shall also comply with the EU Stage V emission regulation (EU Regulation 2016/1628), which sets emission limit requirements for non-road mobile machinery. EU member states are required to transpose the above directive requirements into national laws, with consistent overall requirements. Technical Requirements
- Basic safety requirements: The core harmonized standards are the EN ISO 4254 series (Safety of agricultural and forestry machinery), EN 13977. General risk assessment follows EN ISO 12100 standard; electrical systems shall comply with EN 60204-1 standard, and noise performance testing follows EN ISO 4871.
- Key verification items: Protection strength test for exposed rotating parts, Roll-Over Protective Structure (ROPS) test for aerial work machinery, reliability verification of emergency control devices, adaptability test for typical agricultural working environments, etc.
- Emission requirements: Products equipped with internal combustion engines shall meet the particulate matter and nitrogen oxide emission limits specified by Stage V.
Certification Process
Confirm applicable EU directives and harmonized standards based on product type and function; complete product design optimization in accordance with standard requirements, conduct full risk assessment and implement risk reduction measures; prepare a complete set of compliance technical documents, including product design drawings, risk assessment reports, type test reports, etc.; select the corresponding conformity assessment procedure according to product risk level, and high-risk products require assessment participation by an EU notified body; the EU Declaration of Conformity is signed by the manufacturer or its EU authorized representative; affix a standard, non-removable CE mark to the prominent position of the product.
