Certification Introduction

CE certification is a mandatory "passport" for agricultural machinery to enter the EU market. All agricultural machinery sold in the European Union and the European Economic Area (EEA) must be affixed with the CE mark, proving that the product complies with the EU's core legal requirements in terms of safety, health and environmental protection. Without CE certification, products cannot clear customs, and will even face the risk of return or fines. E-mark certification is a mandatory market access system implemented by the EU for agricultural and forestry vehicles such as tractors. All tractors sold, registered or put into use in the EU market must obtain type approval and be affixed with the e-mark before they can legally enter the markets of EU and EEA member states. This certificate is issued by authorized institutions such as the Ministry of Transport of EU member states, and is valid across the entire EU and 48 ECE contracting parties. Tractors only require e-mark certification and do not need CE certification.

Technical Requirements

Basic Safety Requirements: The core harmonized standards are the EN ISO 4254 series (safety of agricultural and forestry machinery) and EN 13977, general risk assessment follows EN ISO 12100 standard; electrical systems must comply with EN 60204-1 standard, and noise performance testing follows EN ISO 4871. Key Verification Items: Protection strength test for exposed rotating parts, rollover protection structure (ROPS) test for aerial work machinery, reliability verification of emergency control devices, adaptability test for typical agricultural operating environments, etc. Emission Requirements: Products equipped with internal combustion engines must meet the particulate matter and nitrogen oxide emission limits specified by Stage V.

Certification Process

Confirm applicable EU directives and harmonized standards according to product type and function;
Complete product design optimization in accordance with standard requirements, conduct full risk assessment and implement risk reduction measures;
Prepare a full set of compliance technical documents, including product design drawings, risk assessment reports, type test reports, etc.;
Select the corresponding conformity assessment procedure based on product risk level, high-risk products require assessment participation from a EU notified body;
The manufacturer or its EU authorized representative signs the EU Declaration of Conformity, and affixes a standardized, non-removable CE mark on the prominent position of the product.
