Certification Introduction
Market access certification for agricultural and forestry machinery in India is managed by the Bureau of Indian Standards (BIS). In January 2026, the Ministry of Heavy Industries of India issued an announcement, officially revoking the Order on Safety of Mechanical and Electrical Equipment (Consolidated Technical Regulation) (OTR) originally scheduled to enter into force in September 2026. The agricultural and forestry machinery categories originally planned to be added to the mandatory certification scope are no longer required to obtain mandatory BIS certification. Currently, only core agricultural and forestry machinery listed in India's original mandatory Quality Control Order (QCO) list is required to complete mandatory certification before entering the Indian market, while unlisted products can choose voluntary certification.
Laws and Regulations
- The core regulatory basis is the mandatory Quality Control Order (QCO) issued by the Ministry of Commerce and Industry of India, which explicitly requires that agricultural and forestry machinery listed in the mandatory list must obtain compliance certification before import, sales and use.
- The original 2024 OTR regulation has been officially revoked, and the new machinery categories covered by this regulation are no longer subject to mandatory BIS certification requirements.
- Products without corresponding certification will be denied customs clearance by Indian customs, and illegal sales will face high fines. Enterprises need to check the latest mandatory product list on the official BIS website to confirm the requirements applicable to their products.
Technical Requirements
- Products must comply with corresponding Indian IS national standards. Different categories of agricultural and forestry machinery correspond to different dedicated standards, and testing covers core requirements including mechanical structure safety, power performance, emission indicators, and operational reliability.
- Internal combustion engines for agricultural and forestry machinery with a rated power of 5kW to 1000kW have separate mandatory requirements, and need to additionally meet relevant energy consumption and emission indicators.
- Complete technical documents must be prepared, including product manuals, general assembly drawings, parts specification tables, and original factory test reports, etc.
Certification Process
Confirm whether the product is included in the current BIS mandatory certification list, prepare complete application materials and technical documents, submit a formal certification application to BIS, send samples to a BIS-accredited laboratory for standard conformity testing, accept the factory quality system audit arranged by BIS, obtain the BIS certification after both testing and audit are passed, and after certification completion, products must be affixed with the BIS certification mark before they can be cleared and sold in the market.
