Certification Introduction
This certification applies to motor vehicles and components exported to or placed on the market of the Eurasian Economic Union (EAEU, which includes 5 member states: Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan). It is a unified mandatory conformity assessment system. The former Customs Union CUTR certification has been upgraded to the current EAC certification. Certification results are mutually recognized among all member states, and no repeated certification is required. It is divided into two modes according to product risk:
- EAC Certificate of Conformity (CoC): Applicable to complete vehicles and high-risk safety components, it is a mandatory certification requirement
- EAC Declaration of Conformity (DoC): Applicable to low-risk general components, the conformity statement is issued by the applicant
Laws and Regulations
The core mandatory regulation is TR CU 018/2011 On Safety of Wheeled Vehicles. Corresponding special regulations shall be applied in combination according to product characteristics:
- Electrical components shall comply with TR CU 004/2011 On Safety of Low Voltage Equipment
- Electronic control products shall comply with TR CU 020/2011 Electromagnetic Compatibility
- Special functional components: explosion-proof components shall comply with TR CU 012/2011, and pressure-bearing components shall comply with TR CU 032/2013 EAEU uniformly implements technical regulations at the union level. Member states only require filing, and there are no separate mandatory regulatory requirements.
Technical Requirements
All products shall meet the safety and performance requirements specified in corresponding technical regulations:
- Complete vehicles shall meet indicators including structural strength, braking performance, lighting, emission, noise, passive safety, etc.
- Components shall meet corresponding performance, durability and compatibility requirements; electrical components shall additionally meet electrical insulation and electromagnetic compatibility requirements
- All technical documents and product markings must be in Russian, and products shall be affixed with the unified EAC conformity mark. Specific test requirements correspond to the current valid GOST series standards, and the latest version requirements shall be verified through official channels.
Certification Process
Confirm the product customs code and applicable regulatory combination, and appoint an authorized representative based in EAEU territory as the legal certificate holder; prepare a full set of Russian technical documents, including application form, product technical passport, instruction manual, design drawings, quality management system documents, etc.; send samples to an EAEU-accredited laboratory to complete type testing, and factory witness testing can be arranged for large equipment; an additional on-site production quality system audit is required for EAC CoC certification; after passing the audit and testing, the certificate will be issued or the conformity statement registration will be completed, and products can be placed on the market after being affixed with the EAC mark.
