Certification Introduction
Australia implements mandatory safety compliance access management for imported construction machinery. The core access requirement is safety certification under the Australia-New Zealand joint standard system. Equipment with electrical components is required to complete additional electrical safety registration. After compliance, products can be launched on the market after affixing the RCM mark, and some states have additional local registration requirements.
Laws and Regulations
Supervision is jointly implemented by Safe Work Australia and state-level regulatory authorities. The core upper-level law is the Occupational Safety and Health Act. Electrical products must comply with Australia's electrical safety regulatory system, and electromagnetic compatibility must meet relevant regulatory requirements for Australian radio communications.
Technical Requirements
- General construction machinery must comply with the AS/NZS 4024 Safety of Machinery series of standards, which requires full-lifecycle hazard identification, risk assessment and verification of protective measures
- Lifting construction machinery must additionally meet the AS/NZS 1418 series of special standards, which have specific requirements for structural strength, safety devices and environmental adaptability
- Products with electrical components must comply with AS/NZS 3820 minimum requirements for electrical safety and AS/NZS 3000 installation standards, and are subject to risk classification management under the EESS system: low-risk products may use self-declaration, medium-risk products need to provide accredited test reports, and high-risk products must be certified by an approved body
- Product marking must comply with Australian regulatory requirements, with clear compliance labels and English instructions provided
Certification Process
Clarify the standard requirements applicable to the product and additional rules of the target state, prepare a full set of technical documents including design drawings, calculation sheets, material certificates, test reports, etc.; submit the certification application, complete document review by an Australian accredited body, and conduct prototype type testing or on-site testing as required; products with electrical components complete EESS registration according to their risk level and obtain the registration number; after passing the review, obtain the certification certificate, affix the RCM compliance mark to the product, and the product can be marketed after completing the registration required by local authorities.
