Certification Introduction

Australia implements mandatory safety compliance access management for imported construction machinery. The core access requirement is safety certification under the joint Australia-New Zealand standard system. Equipment with electrical components needs to complete additional electrical safety registration. After compliance, products can be launched on the market with the RCM mark affixed, and some states have additional local registration requirements.

Technical Requirements

General construction machinery shall comply with the AS/NZS 4024 "Safety of Machinery" series of standards, which requires completion of full-life cycle hazard identification, risk assessment and verification of protective measures. Lifting construction machinery and equipment shall additionally meet the AS/NZS 1418 series of special standards, which have special requirements for structural strength, safety devices and environmental adaptability. Products with electrical components shall comply with AS/NZS 3820 (minimum electrical safety requirements) and AS/NZS 3000 (installation standards), and implement risk classification management under the EESS system: low-risk products can be self-declared, medium-risk products need to provide accredited test reports, and high-risk products must be certified by an accredited body. Product marking shall comply with Australian regulatory requirements, and provide clear compliance marking and English instructions.

Certification Process

Clarify the standard requirements corresponding to the product and additional rules of the target state, and prepare a complete set of technical documents including design drawings, calculation sheets, material certificates, test reports, etc.;
Submit the certification application, the document review will be completed by an Australian accredited body, and complete prototype type testing or on-site testing as required;
Products with electrical components complete EESS registration according to their risk level and obtain the registration number;
After passing the review, obtain the certification certificate, affix the RCM compliance mark to the product, and can be launched on the market after completing the registration required by the local region.
