Certification Introduction
Motor vehicles and components exported to and placed on the market in Hong Kong, China must comply with the statutory requirements for environmental protection, safety, customs clearance and vehicle registration of the Hong Kong Special Administrative Region, and are jointly regulated by the Hong Kong Environmental Protection Department, Transport Department and Customs and Excise Department. Mainland export enterprises must comply with Mainland export license management requirements. Starting from January 1, 2026, pure electric passenger vehicles for export are required to apply for an export license in accordance with relevant regulations.

Technical Requirements
- Emission requirements: Motor vehicles must comply with Hong Kong's statutory exhaust gas and noise emission standards. A compliance certificate issued by the manufacturer or an emission test report issued by an accredited laboratory is required to apply for market access approval.
- Safety construction requirements: The complete vehicle construction must comply with Hong Kong's vehicle construction and maintenance specifications. Core safety components including seat belts and their fixing devices, safety glass, etc. must meet corresponding regulatory standards, and must be marked with compliant permanent specification markings.
- Supporting components must meet the complete vehicle compliance requirements. Key safety components must retain valid qualification certificates to cooperate with complete vehicle inspection and verification.
Certification Process
Mainland export enterprises shall complete export license declaration in accordance with Mainland regulations, and pure electric passenger vehicles must obtain a valid export license in advance. Before export, submit compliance documents to the Hong Kong Environmental Protection Department to apply for emission compliance approval or exemption. After motor vehicles are imported into Hong Kong, the importer must complete import declaration with Hong Kong Customs within 14 days, submit an import declaration form to complete vehicle tax assessment within 30 days, and obtain a tax assessment notice. With the approval document from the Environmental Protection Department, book a pre-registration vehicle inspection with the Transport Department, complete the inspection after paying the inspection fee, and obtain a Machinery Approval Certificate if the vehicle passes the inspection. Finally, submit all required documents to the Transport Department, pay the first registration tax and related fees, and complete registration before the vehicle can be legally placed on the market.
