Certification Introduction

Motor vehicles and components exported to and placed on the market in Hong Kong, China must meet the statutory requirements for environmental protection, safety, customs clearance and vehicle registration of the Hong Kong Special Administrative Region, and are jointly supervised by the Environmental Protection Department, Transport Department and Customs and Excise Department of Hong Kong. Export enterprises based in mainland China must comply with mainland China's export license management requirements. Starting from January 1, 2026, exporters of pure electric passenger vehicles are required to apply for export licenses in accordance with relevant regulations.

Technical Requirements

Emission Requirements: Motor vehicles must comply with Hong Kong's statutory exhaust gas and noise emission standards. A compliance certificate issued by the manufacturer or an emission test report issued by an accredited laboratory is required to apply for access approval. Safety Construction Requirements: The complete vehicle structure must comply with Hong Kong's vehicle construction and maintenance specifications. Core safety components such as seat belts and their fixing devices, safety glass must meet corresponding regulatory standards, and must be provided with compliant permanent specification marks. Supporting Components: Must meet the complete vehicle compliance requirements. Key safety components must retain qualification certificates to cooperate with the inspection and verification of the complete vehicle.

Certification Process

In Hong Kong, the Transport Department takes charge of certification of motor vehicles and components, with coordinated supervision from the Environmental Protection Department, Electrical and Mechanical Services Department and Customs and Excise Department, and implements UNECE regulations. Only right-hand drive civilian vehicles are eligible for registration and licensing.

Complete Vehicle:

Automobile enterprises first complete local filing and submit technical documents to apply for type approval;

Fuel vehicles require emission approval, while electric vehicles require review of battery and high-voltage safety;

Customs declaration and taxation are processed after arrival at the port, and registration and licensing are issued after official vehicle inspection passes.

Components:

Safety components can obtain compliance together with the complete vehicle;

After-sales and modified components need to submit test reports separately, and can only be imported, sold and installed after passing certification by the Transport Department.
