Certification Introduction

For export and market placement of electrical and electronic products in Ukraine, products must comply with local mandatory conformity assessment requirements. The current system is divided into two categories: the traditional UkrSEPRO (GOST-U) certification, and the Ukrainian Technical Regulation Certification (UA TR) that is gradually replacing it. Most consumer electronics and low-voltage civil electrical products can adopt UA TR Declaration of Conformity, while high-risk industrial electrical products still retain the mandatory GOST-U requirement. Certification is a necessary condition for product customs clearance and legal marketing.

Laws and Regulations

The core regulatory basis is the Ukrainian national technical regulation system: electromagnetic compatibility complies with the Ukrainian Technical Regulation on Electromagnetic Compatibility, low-voltage safety is implemented in accordance with corresponding special technical regulations, and some fields refer to the Eurasian Economic Union TR CU 004/2011 (Low Voltage Safety) and TR CU 020/2011 (Electromagnetic Compatibility). The list of mandatory certification products is dynamically updated by Ukrainian regulatory authorities, and you need to log in to the official platform to check the latest scope. The original GOST-U certification has gradually become voluntary, and only high-voltage and high-risk industrial electrical and electronic products still retain mandatory requirements.

Technical Requirements

The standard system is gradually harmonized with EU EN standards, common applicable standards include EN 55032, EN 61000 series (electromagnetic compatibility), DSTU EN 60598 (luminaire safety), etc. Radio equipment need to additionally meet radio frequency related requirements. Product technical documents must be provided in Ukrainian (or English-Ukrainian bilingual version), including product manuals, circuit drawings, and a list of key components. The product body must be marked with the corresponding compliance mark. Non-Ukrainian local manufacturers must appoint a local authorized representative to submit the application.

Certification Process

Confirm the product category, check whether it is included in the mandatory certification catalog, and determine the corresponding certification mode (GOST-U Certificate / UA TR Certificate / UA TR Declaration of Conformity).

Organize a complete set of technical documents, complete the specified test items as required. Test reports must be issued by Ukrainian accredited laboratories, and existing CE/IEC test reports can be partially recognized.

Submit the application and complete set of materials to the Ukrainian regulatory authority through the local authorized representative.

After the materials are approved, obtain the certification documents or complete the registration of the declaration of conformity, and the product can clear customs and enter the market for sale.
