Certification Introduction
For export and market placement of electrical and electronic products in Ukraine, products must comply with local mandatory conformity assessment requirements. The current system is divided into two categories: traditional UkrSEPRO (GOST-U) certification, and Ukraine Technical Regulation Certification (UA TR) that is gradually replacing the former. For most consumer electronics and low-voltage civil electrical products, UA TR Declaration of Conformity is applicable, while high-risk industrial electrical products still retain mandatory GOST-U requirements. Certification is a necessary prerequisite for product customs clearance and legal market access.
Laws and Regulations
The core regulatory basis is Ukraine's national technical regulation system: electromagnetic compatibility follows the Ukraine Technical Regulation on Electromagnetic Compatibility, low-voltage safety is implemented in accordance with corresponding special technical regulations, and some fields refer to Eurasian Economic Union TR CU 004/2011 (low-voltage safety) and TR CU 020/2011 (electromagnetic compatibility). The list of mandatory certification products is dynamically updated by Ukrainian regulatory authorities, and the latest scope must be verified via the official platform. The original GOST-U certification has been gradually converted to voluntary, only high-voltage, high-risk industrial electrical and electronic products still retain mandatory requirements.
Technical Requirements
- The standard system is gradually harmonized with EU EN standards. Common applicable standards include EN 55032, EN 61000 series (electromagnetic compatibility), DSTU EN 60598 (luminaire safety), etc. Radio equipment additionally needs to meet radio frequency related requirements.
- Product technical documents must be provided in Ukrainian (or English-Ukrainian bilingual version), including product instruction manual, circuit drawings, and list of key components. The product body must be marked with the corresponding compliance mark.
- Non-Ukrainian local manufacturers must appoint a local authorized representative to submit the application.
Certification Process
- Confirm product category, check whether the product is included in the mandatory certification catalog, and determine the corresponding certification mode (GOST-U Certificate / UA TR Certificate / UA TR Declaration of Conformity).
- Organize the full set of technical documents, complete testing of specified items as required. Test reports must be issued by Ukrainian accredited laboratories; existing CE/IEC test reports can be partially accepted.
- Submit the application and full set of materials to the Ukrainian regulatory authority through the local authorized representative.
- After material approval, obtain the certification document or complete the registration of the declaration of conformity, and the product can clear customs and be sold in the market.
