Certification Introduction
Turkey implements a mandatory TSE certification system for electrical and electronic products, led by the Turkish Standards Institute (TSE), Turkey's official standardization body. It is a prerequisite for products to be legally placed on the Turkish market. As a member of the EU Customs Union, valid CE certification results for most electrical and electronic products can be partially or fully mutually recognized by TSE, which simplifies the process and reduces compliance costs. In addition to TSE certification, wireless electrical and electronic products also need to apply for additional radio frequency type approval from the Turkish Information and Communications Technology Authority (BTK). The specific scope of products subject to mandatory certification shall be subject to the latest published list on the official TSE website.
Laws and Regulations
The core regulatory legislation is Turkey's Law on Product Safety and Technical Regulations (Decree No. 4703), which establishes the framework requirements for product conformity assessment. The mandatory certification product catalog is updated regularly by TSE. The technical standard system is mainly based on transposed EU harmonized standards, named as TS EN series standards. Radio frequency products additionally comply with telecommunications regulatory regulations issued by BTK, and chemical control must meet the requirements of Turkey's KKDIK (Turkish version of REACH) regulation.
Technical Requirements
- Electrical safety: Different product categories correspond to different test standards. For example, household appliances apply to the TS EN 60335 series, and information technology equipment applies to the TS EN 60950 series. Products must pass tests for items including electric shock protection, temperature rise, insulation strength, fire retardancy, mechanical strength, etc. Product plugs must conform to Turkish local specifications, and instruction manuals and safety warnings for all products must be provided in Turkish.
- Electromagnetic Compatibility (EMC): It basically adopts EU TS EN series EMC standards, and the conducted emission limit for some categories (such as switching power supplies) is stricter than EU requirements; wireless products must meet Turkey's requirements for specified frequency bands and transmission power limits.
- Products must comply with Turkey's additional requirements related to restriction of hazardous substances and chemical registration.
Certification Process
Confirm the product's corresponding HS code, mandatory certification requirements and applicable test standards, then prepare complete Turkish-language technical documents including product instruction manual, circuit diagram, bill of key components, declaration of conformity, etc. Existing valid CE and CB test reports can be submitted for result mutual recognition to exempt some repeated tests; otherwise, all test items must be completed in a TSE-approved laboratory. Submit formal application materials to TSE through an authorized local Turkish representative; TSE completes document review, and high-risk products require additional factory inspection. After passing the review, the TSE certification certificate is obtained, and products can be legally launched on the market after affixing the TSE mark that meets specification requirements.
