Certification Introduction
For access to the Taiwan (China) market, electronic and electrical products must obtain the mandatory BSMI certification implemented by the Bureau of Standards, Metrology and Inspection (BSMI) of the Ministry of Economic Affairs. This certification requires products to comply with relevant standards for safety, electromagnetic compatibility and energy efficiency, covering most common electronic and electrical categories including information technology equipment, household appliances, lighting products, etc. Only after obtaining the certification can products be affixed with the BSMI mark and imported or sold in Taiwan. Wireless communication electronic and electrical products also need to additionally obtain NCC spectrum approval, forming dual regulatory requirements.
Laws and Regulations
The core regulatory basis of Taiwan, China is Commodity Inspection Act, which is supervised and implemented by the Bureau of Standards, Metrology and Inspection (BSMI) of the Ministry of Economic Affairs. The current certification framework is divided into two verification methods: lot-by-lot inspection applies to single-shipment imported goods, and type approval applies to products sold in Taiwan for a long term. Technical Requirements
The core adopts the CNS standards of Taiwan (China), typical general standards include: CNS 14336 (Safety of information technology equipment), CNS 13783 (Safety of household appliances), CNS 14408 (Electromagnetic compatibility), CNS 15364 (Safety of lithium battery cells), and different product categories have differentiated supplementary requirements.
Labels and instruction manuals must be marked in Traditional Chinese to meet localization requirements.
For products that have obtained IEC CB international certification reports, some test items can be mutually recognized, shortening the certification cycle.
BSMI is gradually expanding the scope of energy efficiency control. Since 2024, energy efficiency requirements for electric bicycle chargers have been added, and the specific control scope needs to refer to the latest official information.
Certification Process
Submit application and relevant technical documents (product specification, circuit diagram, etc.), and send samples to BSMI accredited laboratories;
Complete the testing of items meeting product safety and electromagnetic compatibility requirements;
After passing the test, obtain the certification certificate according to the corresponding verification method, the validity period of the type approval certificate is three years;
After obtaining the certificate, products must be marked with the BSMI mark and certificate number, and submit compliance documents for customs clearance and market launch when importing.
