Certification Introduction
Access to the Chinese Taiwan market for electrical and electronic products requires mandatory BSMI certification implemented by the Bureau of Standards, Metrology and Inspection (BSMI) of the Ministry of Economic Affairs. This certification requires products to comply with safety, electromagnetic compatibility and energy efficiency related standards, covering most common electrical and electronic categories including information technology equipment, household appliances, and lighting products. Products may only affix the BSMI mark and be sold or imported in Taiwan after obtaining the certification. Wireless communication electrical and electronic products additionally require NCC spectrum approval, forming a dual regulatory requirement.
Laws and Regulations
The core regulatory basis is the Commodity Inspection Act of Chinese Taiwan, administered and implemented by the Bureau of Standards, Metrology and Inspection (BSMI) of the Ministry of Economic Affairs. The current certification framework has two verification modes: lot-by-lot inspection applies to single-batch imported goods, and type approval applies to products sold in Taiwan on a long-term basis. For specific applicable product categories and rules, please refer to BSMI's latest official announcements, as standards are revised and updated irregularly.
Technical Requirements
- Core requirements are based on Chinese Taiwan CNS standards, typical general standards include: CNS 14336 (Safety of information technology equipment), CNS 13783 (Safety of household appliances), CNS 14408 (Electromagnetic compatibility), CNS 15364 (Safety of lithium battery cells), with differentiated supplementary requirements for different product categories.
- Labels and instruction manuals must be marked in Traditional Chinese to meet localization requirements.
- Products that have obtained IEC CB international certification reports can get mutual recognition for some test items, which shortens the certification cycle.
- BSMI is gradually expanding the scope of energy efficiency control. Since 2024, energy efficiency requirements for electric bicycle chargers have been added, please check the latest official information for the specific control scope.
Certification Process
Submit the application and relevant technical documents (product specification, circuit diagram, etc.), and send samples to a BSMI-accredited laboratory; complete the tests for product safety and electromagnetic compatibility requirements; after passing the tests, obtain the certification certificate according to the corresponding verification mode, the validity period of the type approval certificate is three years; after obtaining the certificate, products must be marked with the BSMI mark and certificate number, and submit compliance documents during import for customs clearance and market launch.
