Certification Introduction
Sudan (Northern Sudan) implements mandatory conformity assessment for electronic and electrical products, regulated by the Sudanese Standards and Metrology Organization (SSMO). According to the latest 2025 announcement, starting from August 1, 2025, all regulated export products must obtain a COI (Certificate of Inspection) to clear customs. Products without the certificate will face a fine of 40%-50% of the cargo value or be forced to return. Electronic and electrical products are included in the mandatory controlled Category B list, while personal use items and temporarily imported equipment can apply for certification exemption.
Laws and Regulations
The core regulation is Sudanese Standards and Metrology Organization (SSMO) Announcement No. 8 of 2025, which implements an access system of pre-import inspection plus conformity certification. Sudan recognizes test reports issued by laboratories accredited to ISO 17025. Products already holding international certifications such as CE and IEC are exempt from repeated testing, and for products without corresponding Sudanese standards, test results can be issued in accordance with Chinese national standards.
Technical Requirements
Safety Requirements: Comply with SS 62368 standard (equivalent to IEC 62368-1), core tests include electrical clearance/creepage distance, voltage withstand test, fireproof material assessment, and mechanical stability testing.
EMC Requirements: Comply with SS 32 standard (equivalent to CISPR 32), covering radiated emission, conducted emission limits and radio frequency immunity testing, and must meet EMC stability requirements in the local high temperature and high humidity environment.
Marking Requirements: Product labels must contain Arabic information, mark the applicable voltage (220V/240V), plugs must comply with SS 241 (compatible with British standard BS 1363), and products must be printed with a non-removable origin marking.
Packaging Requirements: Wooden packaging must provide an official fumigation certificate.
Certification Process
Prepare application materials, submit the stamped RFC application form, proforma invoice, packing list, and valid test report. Category A products in the control list need to additionally provide the import permit IDF. After document review is completed, on-site inspection is arranged to verify the consistency between product information and documents, and sampling testing is carried out when necessary. After passing the inspection and review, the final customs clearance documents are submitted, and the authority issues the COI certificate. The certificate must be submitted to customs along with the goods and an electronic copy must be uploaded to the official SSMO system.
