Certification Introduction
Sudan (Northern Sudan) implements mandatory conformity assessment for electrical and electronic products, supervised by the Sudanese Standards and Metrology Organization (SSMO). According to the latest 2025 announcement, starting August 1, 2025, all regulated export products must obtain a COI (Certificate of Inspection) for customs clearance. Products without valid certificates will face a fine of 40%-50% of the product value or be subject to forced return. Electrical and electronic products are included in the mandatory controlled Category B list, while personal use items and temporarily imported equipment can apply for certification exemption.
Laws and Regulations
The core regulation is Announcement No. 8 of 2025 issued by SSMO, which implements an access system combining pre-import inspection and conformity certification. Sudan accepts test reports issued by ISO 17025-accredited laboratories. Products that already hold international certifications such as CE and IEC are exempt from repeated testing. For products without corresponding Sudanese standards, test results can be issued in accordance with Chinese national standards.
Technical Requirements
- Safety requirements: Comply with SS 62368 standard (equivalent to IEC 62368-1), core tests include electrical clearance/creepage distance, voltage withstand test, fire-resistant material assessment, and mechanical stability testing.
- EMC requirements: Comply with SS 32 standard (equivalent to CISPR 32), covering radiated disturbance, conducted disturbance limits and radio frequency immunity test, and must meet EMC stability requirements under local high temperature and high humidity environment.
- Marking requirements: Product labels must contain Arabic information and indicate applicable voltage (220V/240V); plugs must comply with SS 241 (compatible with British standard BS 1363); products must be printed with a non-removable origin mark.
- Packaging requirements: Wooden packaging must provide an official fumigation certificate.
Certification Process
Prepare application materials, submit the stamped RFC application form, proforma invoice, packing list, and valid test report. Category A products in the control list need to additionally provide the import license IDF. After document review is completed, on-site inspection is arranged to verify the consistency between product information and documents, and sampling testing will be conducted if necessary. After passing inspection and review, submit the final customs clearance documents, and the authority issues the COI certificate. The certificate must be submitted to customs along with the goods, and an electronic copy must be uploaded to the official SSMO system.
