Certification Introduction

South Africa implements mandatory market access control for electrical and electronic products. The core compliance requirement is to obtain the LOA (Letter of Authority) license issued by the South African National Regulator for Compulsory Specifications (NRCS), which is a necessary credential for legal import and sales of controlled electrical and electronic products. The controlled scope covers common categories including household appliances, information technology equipment, audio and video equipment, lighting products, wires and cables, hand-held power tools, etc. Non-controlled products can apply for voluntary SABS certification to enhance market recognition.

Technical Requirements

  • Standard system: South Africa adopts SANS national standards, most of which are equivalent to IEC international standards, with only a small number of local adaptation differences
  • Core testing: Safety testing is carried out in accordance with corresponding product category standards, for example, household appliances apply SANS IEC 60335, IT equipment applies SANS IEC 60950; electromagnetic compatibility must comply with the requirements of the SANS IEC 61000 series
  • Special requirements: Energy-sensitive products such as air conditioners and refrigerators must meet the energy efficiency grading requirements of SANS 941, power plugs must comply with the SANS 164 specification; some product categories require retesting at local laboratories. Holding an ILAC-accredited CB certificate can exempt part of the test items, but local difference assessment still needs to be completed

Certification Process

Confirm whether the product falls within the NRCS controlled scope and match the corresponding applicable standard. Complete product testing per standard requirements, prepare a full set of technical documents including English product manuals, circuit diagrams, key component lists, declaration of conformity, and test reports from accredited laboratories. Submit the application via official NRCS channels, pay the review fee, and complete sample testing or local retesting as required. After NRCS completes technical document review and test result evaluation, it will issue the LOA certificate for qualified products. The certificate is valid for 1-3 years. Products can only be launched for sale after marking the LOA number, and are subject to subsequent market supervision and spot checks. Product design changes must be filed in a timely manner.
