Certification Introduction
South Africa implements mandatory market access control for electronic and electrical products. The core compliance requirement is to obtain the LOA (Letter of Authority) license issued by the South African National Regulator for Compulsory Specifications (NRCS), which is an essential certificate for legal import and sales of controlled electronic and electrical products. The controlled scope covers common categories including household appliances, information technology equipment, audio-visual equipment, lighting products, wires and cables, and handheld power tools. Non-controlled products can apply for voluntary SABS certification to enhance market recognition.
Laws and Regulations
The core regulatory basis is South Africa's Compulsory Specification Act, which is implemented by NRCS. Corresponding compulsory specifications (VC) are formulated for different electronic and electrical categories, clarifying certification requirements and applicable standards. Controlled products without a valid LOA license are prohibited from import and market circulation, and non-compliant products will be detained, fined or even recalled.
Technical Requirements
Standard system: South Africa adopts SANS national standards, most of which are equivalent to IEC international standards, with only a small number of local adaptation differences
Core testing: Safety testing is based on corresponding category standards, for example, household appliances apply SANS IEC 60335, IT equipment apply SANS IEC 60950; electromagnetic compatibility must comply with the requirements of SANS IEC 61000 series
Special requirements: Energy efficiency sensitive products such as air conditioners and refrigerators need to meet the SANS 941 energy efficiency grading requirements, power plugs must comply with SANS 164 specification; some categories require retesting in local laboratories, holding an ILAC-accredited CB certificate can exempt partial test items, but local difference assessment still needs to be completed
Certification Process
Confirm whether the product falls within the NRCS controlled scope and match the corresponding applicable standards.
Complete product testing according to standard requirements and prepare a full set of technical documents, including product English instruction manual, circuit diagram, list of key components, declaration of conformity, and test report issued by an accredited laboratory.
Submit the application through official NRCS channels, pay the review fee, and complete sample testing or local retesting as required.
NRCS completes the review of technical documents and evaluation of test results, and issues the LOA certificate upon qualification. The certificate is valid for 1-3 years. Products can only be marketed after marking the LOA number, and will be subject to market supervision and spot checks subsequently. Product design changes must be filed in a timely manner.
