Certification Introduction
Electronic and electrical products entering the South Korean market must comply with South Korea's mandatory KC certification system, regulated by the Korean Agency for Technology and Standards (KATS). The system covers all product categories including home appliances, consumer electronics, industrial electrical equipment, wireless communication products, etc. Based on product risk levels, certification is divided into three types: mandatory safety certification, self-regulatory safety certification, and supplier self-verification. Products with wireless transmission functions require additional MSIP (formerly KCC) electromagnetic compatibility and radio certification, while energy-sensitive products need supplementary Korean energy efficiency certification. This certification is a legal prerequisite for products to be launched and sold in the South Korean market.
Laws and Regulations
Core regulatory laws and regulations include:
Electrical Appliances Safety Management Act: The legal basis for KC safety certification, which divides product risk levels and stipulates certification requirements
Basic Act on Product Safety: Regulates post-market management such as post-launch market supervision and product recalls
Radio Wave Act: Controls electromagnetic compatibility performance, and frequency and power indicators of wireless equipment
Technical Requirements
Safety Requirements: Adopt Korean KS C series standards, most of which are equivalent to IEC international standards, such as KS C IEC 60335 (home appliances), KS C IEC 60950 (IT equipment), KC 62133 (lithium batteries). Testing covers items including fire resistance, electric shock prevention, mechanical strength, insulation and voltage resistance, etc.
Electromagnetic Compatibility: Comply with KS CISPR 32 (electromagnetic interference) and KS IEC 61000-4 (electromagnetic immunity) standards, regulating conducted disturbance, radiated disturbance, electrostatic immunity and other items.
Wireless Products: Must meet KC-RF requirements, verifying frequency legality, and compliance of transmit power and bandwidth.
Energy Efficiency Requirements: Products such as air conditioners and refrigerators must comply with South Korea's Minimum Energy Performance Standards (MEPS) and be labeled with energy efficiency grades.
Certification Process
Confirm the corresponding certification type and risk level of the product, and prepare product technical materials (specifications, circuit diagrams, BOM lists, sample Korean instruction manuals and labels, etc.);
Submit the application to an officially accredited South Korean institution, send samples to complete tests in accordance with Korean standards, and products under mandatory certification need to accept factory inspection;
Obtain the KC certificate after passing the review, most certificates are valid for 5 years, and mandatory certification requires annual supervision audits.
