Certification Introduction
The market access of electronic and electrical products in the Chinese market is divided into two certification systems: mandatory and voluntary:
- Mandatory CCC Certification (China Compulsory Certification), uniformly managed by the Certification and Accreditation Administration of China. All electronic and electrical products included in the Catalogue of Compulsory Certified Products must obtain certification and affix the required mark before they can leave the factory, be imported, or sold; this is a statutory market access requirement.
- Voluntary CQC Certification, applicable to electronic and electrical products not included in the CCC catalogue. Enterprises may apply voluntarily to prove product quality and safety and enhance market competitiveness. According to the latest policy, starting from January 1, 2027, 16 categories of electronic-related products originally managed under self-declaration will be transferred to mandatory CCC certification management.
Laws and Regulations
The core upper-level regulation is the Regulations of the People's Republic of China on Certification and Accreditation. Specific implementation follows the Provisions on the Administration of Compulsory Product Certification, and adjustments to the latest catalogue and certification modes are based on Announcement No. 57 of 2025 from the State Administration for Market Regulation. The specific product scope and requirements shall be subject to the official information released by the State Administration for Market Regulation.
Technical Requirements
- Core test items cover two key areas: electrical safety and electromagnetic compatibility, all of which must comply with corresponding Chinese national standards (GB). Some standards are equivalent to adopted international standards: safety requirements correspond to the GB 4943 series, equivalent to the IEC 62368 standard; electromagnetic compatibility requirements correspond to the GB 9254 series, equivalent to CISPR series standards.
- Complete Chinese technical documents must be provided: product instruction manuals, circuit schematics, lists of key components, certification certificates for relevant components, etc.
- Certified products must affix the corresponding certification mark in accordance with requirements, and the CCC mark is a mandatory marking requirement.
Certification Process
- Confirm the product category, verify whether it is included in the CCC mandatory certification catalogue, and prepare application materials.
- Submit the certification application to a certification body designated by the Certification and Accreditation Administration of China and pay the relevant fees.
- Send samples to an accredited laboratory to complete type testing per requirements, and obtain a qualified test report.
- The certification body conducts an initial factory inspection to audit production consistency and the quality management system.
- After passing the audit, the certification certificate is issued. The certificate is usually valid for 5 years, and enterprises must accept regular supervision audits after obtaining certification.
- After affixing the certification mark to the product body in accordance with requirements, the product can be placed on the market.
