Certification Introduction

China's market access for electrical and electronic products is divided into two certification systems: mandatory and voluntary: Mandatory CCC Certification (China Compulsory Certification) is uniformly managed by the Certification and Accreditation Administration of China. All electrical and electronic products included in the Catalogue of Compulsory Certified Products must obtain the certification and affix the corresponding mark before they can leave the factory, be imported, or sold, which is a statutory market access requirement. Voluntary CQC Certification applies to electrical and electronic products not included in the CCC catalogue. Enterprises can apply voluntarily to prove product quality and safety and enhance market competitiveness. According to the latest policy, starting from January 1, 2027, 16 categories of electronic-related products originally managed under self-declaration will be transferred to mandatory CCC certification management.

Laws and Regulations

The core overriding regulation is Regulations on Certification and Accreditation of the People's Republic of China, and specific implementation is based on the Provisions on the Administration of Compulsory Product Certification. The adjustment of the latest catalogue and certification modes is based on Announcement No. 57 of 2025 issued by the State Administration for Market Regulation. The specific product scope and requirements shall be subject to the official information released by the State Administration for Market Regulation.

Technical Requirements

Core test items cover two major fields: electrical safety and electromagnetic compatibility, all must comply with the corresponding Chinese national standards (GB). Some standards equivalently adopt international standards: safety requirements correspond to the GB 4943 series, equivalent to IEC 62368 standard; electromagnetic compatibility requirements correspond to the GB 9254 series, equivalent to CISPR series standards. Complete Chinese technical documents are required: product user manual, circuit schematic diagram, list of key components, certification certificates of relevant components, etc. Certified products must affix the corresponding certification mark as required, and the CCC mark is a mandatory labeling requirement.

Certification Process

Confirm the product category, verify whether it is included in the CCC mandatory certification catalogue, and prepare application materials;

Submit the certification application to the certification body designated by the Certification and Accreditation Administration of China and pay relevant fees;

Send samples to an accredited laboratory as required to complete the type test and obtain a qualified test report;

The certification body carries out initial factory inspection and audits production consistency and the quality management system;

After passing the audit, the certification certificate is issued. The certificate is usually valid for 5 years, and enterprises need to accept regular supervision and audit after obtaining the certificate;

After affixing the certification mark on the product body as required, the product can be launched on the market.
