Certification Introduction
The core mandatory market access requirement for electrical and electronic products entering the Singapore market is PSB Safety Registration Certification. Administered by Enterprise Singapore, it is a regulation-based safety control system that mainly covers electrical and electronic products for household and similar uses, including common categories such as refrigerators, air conditioners, televisions and kitchen appliances. Industrial and medical electrical and electronic products are generally not regulated under this system and shall comply with corresponding specialized regulations. Products with wireless and telecommunication functions need to complete additional IMDA registration, and energy-sensitive household appliances shall meet energy labeling requirements.
Laws and Regulations
The core regulation is the Consumer Protection (Safety Requirements) Regulations. Telecommunication terminals and wireless products comply with the telecommunication equipment control regulations issued by the Infocomm Media Development Authority (IMDA) of Singapore, and energy efficiency requirements for household appliances follow relevant provisions of Singapore's Energy Labeling Scheme. Enterprises shall confirm in advance through the official channels of Enterprise Singapore whether their products are included in the mandatory control list.
Technical Requirements
Safety testing is based on Singapore national standards converted from corresponding IEC international standards. Common requirements include:
- SS 638 series: Safety of household and similar electrical appliances
- IEC 60950-1: Safety of information technology equipment
- IEC 60598-1: Safety of luminaires Testing items cover electrical safety, mechanical safety, fire and flame resistance, temperature rise control, etc. All electrical and electronic products shall meet electromagnetic compatibility requirements and complete emission and immunity tests; wireless products shall additionally pass radio frequency parameter and spectrum compliance tests; household appliances shall complete energy efficiency tests and meet energy efficiency limit requirements. Testing must be conducted by laboratories accredited by the Singapore Accreditation Council (SAC). Holders of valid CB test certificates can apply for partial test exemption.
Certification Process
- Confirm the product's regulatory classification, and prepare product technical documents, circuit diagrams, instruction manuals and other materials
- Send samples to an accredited laboratory to complete required testing and obtain a qualified test report
- Select the conformity route: register directly with an accredited test report, or submit a conversion application with a valid CB report
- Submit the registration application via Singapore's official online business licensing portal, and a locally registered Singapore entity must be appointed to take responsibility for market compliance
- Obtain the official registration number after approval, and affix the compliance mark on the product body or packaging as required
