Certification Introduction

Electrical and electronic products entering the Peruvian market must meet official mandatory conformity assessment requirements. Mandatory certification management is implemented based on product risk levels, covering mainstream categories including household appliances, information technology equipment, audio and video equipment, lighting products, wireless devices, industrial power equipment, etc. Products without valid compliance certification are prohibited from import, customs clearance and market sales. Competent authorities include the National Institute of Quality of Peru (INACAL), the Ministry of Energy and Mines (MINEM/OSINERGMIN), and the Ministry of Transport and Communications (MTC), which regulate different product types by sector.

Technical Requirements

  • Safety requirements: Implemented with reference to the NTP-IEC series standards. For example, household appliances adopt the NTP-IEC 60335 series, with core assessment indicators including electrical insulation, electric shock prevention, structural protection, etc.
  • Energy efficiency requirements: Products included in the control catalogue must comply with the energy efficiency limit requirements issued by MINEM, and affix standardized Spanish energy efficiency labels.
  • Radio frequency requirements: Products with wireless functions (Wi-Fi, Bluetooth, cellular devices, etc.) must meet the limits for transmission power, spectrum bandwidth and spurious radiation specified by MTC.
  • Marking requirements: Product markings and instructions must be in Spanish, plugs must comply with the NTP 370.052 specification, and mandatory certified products must be affixed with the official S safety mark.
  • Overseas enterprises must designate a local Peruvian entity as an authorized representative to submit applications.

Certification Process

Confirm the product category to clarify the applicable certification type and technical standards; organize complete product technical documents and prepare test samples; send samples to INACAL-accredited laboratories to complete testing of specified items; submit the certification application, test report and relevant qualification documents to the corresponding competent authority; obtain the certification certificate after approval, and products can enter the Peruvian market for sales after affixing compliance marks as required. Competent authorities may conduct factory audits or follow-up market sampling inspections as needed during the certification process.
