Certification Introduction
For electronic and electrical products to enter the Peruvian market, they must meet official mandatory conformity assessment requirements. Mandatory certification management is implemented based on product risk levels, covering mainstream categories such as household appliances, information technology equipment, audio-visual equipment, lighting products, wireless devices, and industrial power equipment. Products without compliance certification are prohibited from import, customs clearance and market sales. Competent authorities include the National Institute of Quality of Peru (INACAL), the Ministry of Energy and Mines (MINEM/OSINERGMIN), and the Ministry of Transport and Communications (MTC), which regulate different types of products in separate fields.
Laws and Regulations
The current compliance framework is based on the national technical regulation system released by Peruvian authorities. Core documents include: mandatory certification management rules formulated by INACAL, Resolution No. 640-2017 of MTC for radio frequency products, and access supervision rules for energy-related electronic and electrical products from OSINERGMIN. Peru adopts its own national NTP technical standard system, most of which are equivalent conversions of IEC/ISO international standards. Technical Requirements
Safety Requirements: Implemented in accordance with NTP-IEC series standards. For example, household appliances adopt NTP-IEC 60335 series, with core assessment indicators covering electrical insulation, electric shock prevention, structural protection and other indicators.
Energy Efficiency Requirements: Products included in the control catalog must comply with the energy efficiency limit requirements issued by MINEM, and affix standardized energy efficiency labels in Spanish.
Radio Frequency Requirements: Products with wireless functions (Wi-Fi, Bluetooth, cellular devices, etc.) must meet the limits of transmit power, spectrum bandwidth, and spurious radiation specified by MTC.
Marking Requirements: Product identification and instruction manuals must use Spanish, plugs must comply with the NTP 370.052 specification, and mandatory certified products must be affixed with the official S safety mark.
Overseas enterprises must appoint a local Peruvian entity as an authorized representative to submit applications.
Certification Process
Confirm the product category, and clarify the corresponding applicable certification type and technical standards;
Organize complete product technical documents and prepare test samples;
Send samples to INACAL-accredited laboratories to complete testing of specified items;
Submit certification applications, test reports and relevant qualification documents to the corresponding competent authority;
After passing the review, obtain the certification certificate, and the product can enter the Peruvian market for sales after affixing the compliance mark as required. During the certification process, the competent authority may conduct factory audits or follow-up market sampling inspections as needed.
