Certification Introduction
Electronic and electrical products entering the Paraguayan market must obtain mandatory certification issued by the National Institute of Standardization and Technology of Paraguay (INTN). Paraguay is a member of the Southern Common Market (MERCOSUR), and INTN certification results are regionally recognized in other MERCOSUR member states to help enterprises expand regional markets. Products without valid certification cannot clear customs and are not allowed to be legally sold on the Paraguayan market.
Laws and Regulations
The competent authority is the National Institute of Standardization and Technology of Paraguay (INTN). The regulatory system follows MERCOSUR regional harmonized technical regulations, while implementing national regulatory requirements related to conformity assessment. In 2025, Paraguay was advancing new legislation on electronic and electrical product manufacturing and assembly to optimize import and production processes. The latest specific provisions shall be subject to official information released by INTN.
Technical Requirements
- Electrical safety: Based on the IEC 60335 series of international standards, with additional requirements for damp heat testing for tropical climate adaptability.
- Electromagnetic compatibility: Must comply with the INTN 34 001 standard, meeting relevant limit requirements for radiated disturbance, electrostatic discharge immunity, etc.
- Energy efficiency: A mandatory energy efficiency labeling system is enforced. Products are divided into 7 energy efficiency levels from A+++ to D, and household appliances must meet the minimum energy efficiency limit requirements.
- Basic requirements: Products shall adapt to Paraguay's 220V/50Hz power grid, and technical documents and product markings shall be provided in Spanish.
Certification Process
A formal certification application shall be submitted to INTN by the importer or a local authorized representative in Paraguay, together with product technical documents including circuit diagrams, user manuals, certification certificates of key components and other supporting materials. Products must complete type testing as required; valid international IEC test reports are recognized to simplify local testing procedures. INTN conducts compliance review of application documents and test results, and issues INTN certification after the review is passed. Products can only clear customs and be launched on the market after affixing the corresponding certification mark.
