Certification Introduction
The Philippines implements a mandatory market access certification system for electronic and electrical products, managed by the Bureau of Philippine Standards (BPS) under the Department of Trade and Industry. The system is mainly divided into two certification paths: PS certification targets manufacturers and applies to products that are sold in the Philippine market for a long term; ICC certification targets importers, applies to single or small-volume temporary imports, and is only valid for the current customs declaration batch. All electronic and electrical products in the mandatory catalog must obtain the corresponding certification before customs clearance and market launch.
Laws and Regulations
The core regulatory framework is issued by the Philippine Department of Trade and Industry (DTI), the latest WTO/TBT related notification is G/TBT/N/PHL/357, which adds mandatory certification requirements for power bank products; the official certification system is divided into the PS Safety Certification Licensing Program and the Imports Customs Clearance (ICC) Certification Program, all of which are implemented and supervised by BPS. BPS updates the mandatory certification product catalog irregularly, and the specific product scope needs to be checked and confirmed on BPS's official website.
Technical Requirements
Mandatory certification products must comply with Philippine National Standards (PNS), and most electronic and electrical product standards are identically adopted from IEC international standards; in 2026, newly added power banks are required to comply with PNS UL 2056:2025 and PNS UL 2743:2026 standards.
IEC CB test reports are accepted, supplementary Philippine national difference testing is usually required (to meet 220V/60Hz power supply specifications and local plug standard requirements), testing must be carried out in BPS-accredited laboratories, and the test report is generally valid for 6 months.
Certified products must be affixed with the corresponding PS/ICC certification mark and certification number on the product body or the minimum packaging.
Certification Process
PS Certification:
Confirm the applicable standards corresponding to the product, prepare application materials, and submit the application via a legally registered local entity in the Philippines;
BPS arranges on-site audit of the production factory and draws samples; samples are sent to an accredited laboratory to complete compliance testing;
After passing both audit and testing, a PS license with a 3-year validity period will be issued;
Each subsequent shipment batch requires an application for an SOC confirmation statement for customs clearance, and annual supervision audit is required every year.
ICC Certification:
The Philippine importer submits a single-batch import application through the PCIMS system;
BPS reviews commercial documents and arranges sampling testing according to requirements;
After passing the review, the ICC certificate is issued, and the product can be cleared and launched to the market after affixing the required mark.
