Certification Introduction

Market access for electrical and electronic products in Papua New Guinea is governed by the National Electrification Authority (NEA). All imported and locally sold electrical and electronic products must obtain mandatory PNG Electrical Safety Certification before they can clear customs and circulate in the local market. The certification system aligns with international rules, recognizes international test reports such as those from the CB Scheme to simplify the process, and covers two core compliance areas: electrical safety and energy efficiency.

Technical Requirements

Safety Standards: IEC international standards are widely adopted. Household and similar electrical appliances comply with IEC 60335, and information technology equipment complies with IEC 60950. Tests including insulation performance, voltage withstand, grounding continuity, electromagnetic compatibility and other items are required. Energy Efficiency Requirements: Large home appliances such as air conditioners and refrigerators must be affixed with energy efficiency labels indicating energy efficiency grade and power consumption information. Energy efficiency rules are formulated with reference to Australian and New Zealand standards. Basic Adaptation: Products must be compatible with the local 240V/50Hz power grid. Product labels and instruction manuals must be in English. Mutual Recognition Rules: CB test reports are generally accepted, and supplementary local document review is required in some cases.

Certification Process

Prepare enterprise qualification documents, product technical documents (including circuit diagrams, instruction manuals, etc.) and compliance test reports. Non-local enterprises are required to appoint a local agent to assist with the application;
Submit a formal certification application to NEA;
Complete sample testing in accordance with requirements, and send samples to an accredited laboratory for supplementary testing if required;
High-risk products or first-time applicant enterprises need to undergo factory inspection;
Obtain the PNG Electrical Safety Certification after passing the review, and products can legally enter the market.
