Electrical & Electronics — Pakistan

Certification Introduction

For electronic and electrical products exported to the Pakistani market, mandatory certification from the Pakistan Standards and Quality Control Authority (PSQCA) is required. This certification is a necessary threshold for product customs clearance and legal market access. It covers most common electronic and electrical categories including household appliances, information technology equipment, lighting products, power supply equipment, etc. The validity of a PSQCA certification is normally 3 years, and a production consistency supervision audit is required every 24 months after initial certification.

Technical Requirements

  • Safety requirements: In accordance with the PS IEC 62368-1 standard (equivalent to the international IEC 62368-1), covering protection against electric shock, energy sources and fire risks. Tests include insulation voltage resistance, abnormal temperature rise monitoring, mechanical structure stability verification and other items
  • Electromagnetic compatibility requirements: In accordance with the PS 1063 standard (equivalent to the international CISPR 32), covering test items such as radiated emission, conducted emission, electrostatic discharge immunity, etc.
  • Localization requirements: Products shall adapt to Pakistan's 220V/50Hz power grid, and stability under ±15% voltage fluctuation shall be verified. A 72-hour aging test in 40℃/93%RH humid and hot environment is required. Product labels must be marked with Urdu safety warnings and the PSQCA diamond certification mark

Certification Process

  1. Submit certification application and complete technical documents, including the filled application form, manufacturer's business license, product technical specification, circuit diagram, BOM list, and certification documents for key components
  2. After application acceptance, send samples to a PSQCA-accredited laboratory for standard testing. Rectification and re-testing with new samples are required for non-compliant test results
  3. Accept on-site factory audit conducted by PSQCA based on product risk level, to assess production consistency and quality management capability
  4. After all tests and audits are passed, PSQCA reviews all application materials and issues the Certificate of Conformity. Products are subject to regular supervised sampling inspections thereafter
