Certification Introduction
For electrical and electronic products exported to the Pakistani market, mandatory certification from the Pakistan Standards and Quality Control Authority (PSQCA) is required. This certification is an essential prerequisite for product customs clearance and legal market launch. The certification covers most common electrical and electronic categories including household appliances, information technology equipment, lighting products, power supply equipment and more. The validity of the certification certificate is usually 3 years, and a production consistency supervision audit is required every 24 months after the initial certification.
Laws and Regulations
The core legal basis is the PSQCA Act, which explicitly requires that electrical and electronic products included in the mandatory certification catalog must obtain a Certificate of Conformity (CoC) issued by PSQCA. Non-compliant products are prohibited from import and market sales. Before export, it is necessary to confirm in advance on the official PSQCA website whether the product falls within the mandatory certification scope.
Technical Requirements
Safety Requirements: In accordance with the PS IEC 62368-1 standard (equivalent to international IEC 62368-1), covering protection against electric shock, energy sources and fire hazards. Tests include insulation voltage resistance, abnormal temperature rise monitoring, mechanical structure stability verification and other items
Electromagnetic Compatibility Requirements: In accordance with the PS 1063 standard (equivalent to international CISPR 32), covering test items such as radiated emission, conducted emission and electrostatic discharge immunity
Localization Requirements: Compatible with Pakistan's 220V/50Hz power grid, it is required to verify stability under ±15% voltage fluctuation, complete a 72-hour aging test in a 40℃/93%RH humid and hot environment, and product labels must be marked with Urdu safety warnings and the PSQCA diamond certification mark
Certification Process
Submit certification application and complete technical documents, including the completed application form, manufacturer's business license, product technical specification, circuit diagram, BOM list and certification documents of key components;
After the application is accepted, send samples to a PSQCA-accredited laboratory to complete standard testing. If the test fails, re-submit samples for testing after rectification;
Accept on-site factory audit by PSQCA according to product risk level, to assess production consistency and quality management capability;
After all tests and audits are passed, PSQCA will review all documents and issue the Certificate of Conformity, and subsequent regular supervision and sampling inspections are required.
