Certification Introduction
Electrical and electronic products in Mauritania fall under mandatory regulatory control. They must obtain compliance certification administered by the Mauritanian Standards Directorate (DNM) and hold a valid certificate before clearing customs, entering the country and being placed on the local market. Certification is generally valid for 3 years, and annual supervision audits are required. Starting from 2024, new energy efficiency labeling control requirements have been introduced for large household appliances such as air conditioners and refrigerators.
Laws and Regulations
The core legal basis is Mauritania Decree No. 2012-234, which explicitly requires all controlled imported products to obtain DNM certification before entering the market. A Pre-shipment Conformity Assessment (COC) scheme is also implemented, covering most consumer and industrial electrical and electronic products. Technical Requirements
- Safety Standards: Electrical and electronic products must comply with IEC 62368-1 (2023 edition) safety standards, and test reports must be issued by accredited laboratories within 12 months prior to application.
- Electrical Adaptation: Products must meet the local grid specification requirements of 220V±10%, 50Hz.
- Documentation and Labeling: Product instructions in French or Arabic are mandatory. Labels must bear Arabic warning messages; the minimum height of the compliance mark is no less than 5mm and must be permanently affixed; the ISO 9001 system certificate from the country of origin must be embassy-authenticated.
- Energy Efficiency Requirements: Air conditioners, refrigerators and other relevant products must comply with DNM's latest energy efficiency star rating requirements.
Certification Process
Submit the product HS code and complete application materials, and the competent authority will confirm the product certification category and specific requirements; send samples to DNM-accredited laboratories to complete all required tests; high-risk electrical and electronic products require an additional on-site factory quality system audit, while low-risk products are exempt from audit; after passing all document review, testing and audit procedures, the official certification certificate will be issued, and products can proceed with export customs clearance after affixing the compliance mark.
