Certification Introduction
Malaysia implements a mandatory market access system for electronic and electrical products. Its core system consists of two parts: technical testing and regulatory approval. The Standards and Industrial Research Institute of Malaysia (SIRIM) is responsible for technical testing and evaluation, while the Energy Commission (ST) and the Malaysian Communications and Multimedia Commission (MCMC, for products with wireless functions) are responsible for final regulatory approval and certificate issuance. Products included in the control list must obtain certification before they can be legally imported and sold. Uncertified products will be detained by customs, and relevant entities may face fines.
Laws and Regulations
The core upper-level regulation is Electricity Regulations 1994, the current implementation rule is the 2024 edition of Guide to Approval of Electrical Equipment (GP/ST/No.37/2024), which officially enters into force on June 21, 2025.
Energy efficiency requirements comply with the Minimum Energy Performance Standards (MEPS) issued by the Malaysian Energy Commission.
Electronic and electrical products with wireless functions must comply with the radio frequency compliance regulations issued by MCMC. Starting from July 2025, some devices that only support cellular networks need to additionally meet IPv6 testing requirements.
Technical Requirements
Safety Testing: In accordance with the corresponding Malaysian MS IEC series standards, MS IEC 60335 applies to household appliances, MS IEC 60950 applies to information technology equipment, and MS IEC 60598 applies to lighting products.
Electromagnetic Compatibility Testing: Comply with MS IEC 61000 series standards, covering items such as radiated emission, conducted emission and immunity.
Energy Efficiency Requirements: Products included in the mandatory catalog such as air conditioners, refrigerators, fans and LED lights must comply with MEPS requirements and affix the standard ST energy efficiency label.
General Requirements: Adapt to Malaysia's 240V/50Hz power supply specification, the certification mark must be directly affixed to the product body; valid international CB test reports are recognized, and only supplementary Malaysian national difference testing is required.
Certification Process
Appoint a locally registered company in Malaysia as the license-holding agent, this requirement is mandatory.
Prepare application materials and product samples, submit the application, and you can apply for exemption from part of the test items with a valid CB report.
Send product samples to a SIRIM-accredited laboratory to complete safety, electromagnetic compatibility, and corresponding energy efficiency/radio frequency testing. SIRIM reviews the test reports and technical documents, and a factory quality system audit is required when applying for a long-term certificate.
After passing the review, the local agent submits documents to ST or MCMC to apply for the final Certificate of Approval (CoA).
After obtaining the certificate, affix the certification mark and energy efficiency label in accordance with the specification, and the product can be legally launched on the market.
