Certification Introduction
Lesotho is a member state of the Southern African Development Community (SADC) and implements a mandatory Certificate of Conformity (COC) system for imported electrical and electronic products. It requires products to complete compliance assessment and obtain valid documents before they can be cleared for market circulation.
For some products, test results from internationally recognized certifications (such as CE certification) are acceptable for certificate conversion, and South African NRCS certification conclusions are mutually recognized within the region.
Laws and Regulations
The core compliance basis is the SADC Trade Facilitation Protocol, and compliance with Lesotho Customs' import commodity supervision rules is required. Wireless communication products additionally need to meet the spectrum management requirements of Lesotho's communications regulatory authority.
Products without valid compliance certification will be refused customs clearance and banned from sale in the Lesotho market. Specific requirements should be verified with Lesotho Customs or official regulatory authorities in advance for the latest rules.
Technical Requirements
Safety and electromagnetic compatibility (EMC) are mandatory core requirements. The standards are equivalent to Southern African SANS standards derived from IEC international standards: household appliance safety follows the SANS/IEC 60335 series, and EMC testing follows the CISPR series standards.
Wireless communication electronic and electrical products require additional radio frequency parameter testing to comply with regional spectrum specifications.
Wooden packaging must undergo heat treatment or fumigation in accordance with IPPC requirements and be affixed with the corresponding mark. All certification documents must be provided in English, the certificate of origin requires consular authentication, and a FORM A certificate of origin can be used to apply for tariff preferences.
Certification Process
Confirm the control requirements corresponding to the product HS code, and prepare materials including product technical specifications, test reports, and enterprise qualification documents.
Submit the certification application to an officially authorized compliance body in Lesotho, complete the conformity assessment, and supplement regional difference testing if necessary.
Obtain the Certificate of Conformity (COC) after passing the audit, and submit the original certificate to customs during cargo clearance.
After affixing the compliance certification mark on the product as required, the product can be legally launched on the market.
