Certification Introduction

Lebanon implements mandatory LIBNOR conformity certification for electronic and electrical products entering its domestic market. LIBNOR (the Lebanese Standards Institution) is the official authoritative body responsible for standard setting and certification management in the country. Products without valid certification cannot clear customs and are not allowed to be legally sold in the Lebanese market. Applicable products cover most mainstream electronic and electrical categories, including household appliances, information technology equipment, lighting products, low-voltage electrical equipment, power adapters, industrial electronic equipment, etc.

Technical Requirements

IEC international standards are prioritized for testing, which are equivalently matched to Lebanese national standards NL. Holders of IECEE CB test reports can be exempted from repeated testing. Core test items include: electrical safety (insulation, voltage resistance, fire resistance, etc., referring to IEC 60335 series standards), electromagnetic compatibility EMC (radiated emission, anti-interference, in compliance with CISPR series standards). Large household appliances such as refrigerators and air conditioners need to meet energy efficiency requirements and affix officially recognized energy efficiency grade labels. Product labels and instructions must be provided in Arabic or English; Lebanon's mains supply is 220V/50Hz, industrial three-phase power is 400V, and plug interfaces must comply with local specifications.

Certification Process

Prepare qualified technical documents, including product instruction manuals, circuit diagrams, component lists, relevant test reports, etc. All documents need to be translated into Arabic or English, and some documents need to be certified by the Embassy of Lebanon in China.
Send samples to a LIBNOR accredited laboratory to complete the testing of required items.
For high-risk products, LIBNOR will require factory inspection to audit production process and product consistency.
After passing tests and inspections, submit the certification application and pay fees. After approval, you will obtain the LIBNOR certification certificate, which is usually valid for 3 years and needs to be renewed upon expiration.
