Certification Introduction

Electronic and electrical products entering the Liberian market for sale must meet mandatory conformity certification requirements, supervised by the Liberia Standards Bureau (LSB). The core market access system is the LSB Mandatory Product Certification Scheme, covering most electronic and electrical categories including household appliances, consumer electronics, industrial electrical equipment, photovoltaic equipment and more. It is a prerequisite for customs clearance and legal sales, and some batches of goods are also required to complete statutory pre-shipment inspection.

Laws and Regulations

Comply with the mandatory product conformity assessment regulatory framework issued by the Liberia Standards Bureau. As a member state of the Economic Community of West African States (ECOWAS), Liberia offers regional quality mutual recognition facilitation for products that comply with ISO/IEC system certification. Customs requires all imported products to provide a certificate of origin issued by an authoritative authority of the exporting country, and specific regulatory provisions shall be subject to the latest official announcements from the Liberia Standards Bureau and customs.

Technical Requirements

Core requirements cover electrical safety and energy efficiency performance, some product categories need to meet electromagnetic compatibility requirements, and the adopted standards are generally harmonized with the international standards of the International Electrotechnical Commission (IEC). Household appliance products are mainly assessed for electric shock prevention, mechanical hazards, fire prevention and overheating risks, and are mandatory to be affixed with energy efficiency grade labels. Photovoltaic-related products must comply with IEC 62109, plugs and sockets follow the Liberian LST 805 series electrical specifications, and USB Type-C has been piloted into the mandatory control scope since 2024.

Certification Process

Exporting enterprises submit certification applications to the Liberia Standards Bureau or its authorized institutions;

Prepare a complete set of technical documents according to product type, including product manuals, circuit diagrams, lists of key components, existing international certification certificates, and qualified test reports issued by accredited laboratories;

After the competent authority completes document review, it may require supplementary sample testing or pre-shipment conformity inspection based on the product risk level;

After passing the review, the certification certificate will be issued, and the product can complete customs clearance and enter the market.
