Certification Introduction
For electronic and electrical products exported to the Indian market, they must meet the mandatory certification requirements of the Bureau of Indian Standards (BIS), and are divided into two main paths according to product risk and category:
Mandatory ISI Mark Certification: Applicable to higher-risk products such as wires and cables, circuit breakers, electric kettles, etc., and requires factory inspection
Compulsory Registration Scheme (CRS): Applicable to consumer electronics and information products such as laptops, mobile phones, LED luminaires, etc., no factory inspection required. Overseas manufacturers must appoint a local Authorized Indian Representative (AIR) as the official communication interface before starting the certification.
Laws and Regulations
The competent authorities are Bureau of Indian Standards (BIS) and the Ministry of Electronics and Information Technology (MeitY) of India, the core legal basis is the Quality Control Orders (QCOs) issued by the Government of India. QCOs dynamically updates the mandatory certification product catalog, and enterprises need to check the latest mandatory product scope on BIS's official website. In 2025, MeitY issued a standard update notice, uniformly migrating the standards for 42 categories of IT and audio-visual electronic products to IS/IEC 62368-1:2023.
Technical Requirements
Testing Requirements: All samples must be sent to BIS-accredited laboratories within India for testing, overseas third-party test reports such as CB reports are not recognized
Core Standards: The transition period for the new standard migration of 42 categories of IT/audio-visual products ends in August 2028. Power plugs must comply with IS 1293 standard, grid requirements are 230V±10%, 50Hz, other product categories correspond to corresponding local Indian IS standards
Marking Requirements: After obtaining certification, the corresponding mark must be affixed on the product or packaging. ISI certification requires affixing the ISI mark, CRS registration requires affixing the BIS mark and marking the unique registration number
All certification certificates have a validity period, renewal application must be submitted upon expiration. BIS conducts market spot checks to verify continuous product compliance.
Certification Process
Determine the certification path that the product belongs to, complete the appointment of a local authorized Indian representative;
Prepare product technical documents, send samples to a BIS-accredited Indian laboratory to complete standard testing;
Submit the certification application through BIS's official online portal, upload the test report and relevant technical documents;
The mandatory ISI certification path requires on-site factory inspection by BIS officials, the CRS registration path requires submission of a self-declaration of conformity;
After all links pass the review, BIS will issue the corresponding certification certificate, after obtaining the certificate, affix the certification mark as required before the product can be launched on the market.
