Certification Introduction

Electrical and electronic products exported to Iraq must meet mandatory conformity access requirements. A COC (Certificate of Conformity) and COI (Certificate of Inspection) are required for customs clearance. According to the latest policy adjustment, mandatory IQM (Iraq Quality Mark) certification will resume implementation starting April 1, 2026. Goods without valid certification will be refused entry by Iraqi customs. The competent authorities are the State Company for Exports and Imports Inspection (SCE) of the Iraqi Ministry of Trade, and the Central Organization for Standardization and Quality Control (COSQC).

Technical Requirements

Iraqi National Standards (IQS) are prioritized for electrical and electronic products, while generally accepted international standards such as IEC, ISO, ASTM are also recognized. The main technical requirements are as follows:

  • Mandatory safety performance testing covering core indicators including insulation performance, voltage resistance, leakage protection
  • Mandatory EMC/EMI electromagnetic compatibility testing
  • Compliance information must be marked on the product body and outer packaging, including certification registration number, manufacturer information, and Iraqi importer information Products that have obtained an international CB test report can be directly accepted for conversion, no repeated testing is required.

Certification Process

  1. Confirm the HS code of the exported product, clarify the control category and corresponding applicable standards
  2. Prepare and submit application materials, including product technical documents, test reports, manufacturer and Iraqi importer information, etc.
  3. Complete required product testing, and cooperate with on-site inspection if necessary
  4. After passing the review, a COC certificate will be issued by Iraqi SCE. COC is generally valid for 1-3 years and can be used for export of multiple batches of goods
  5. Before each batch of goods is exported, submit freight documents such as invoices and packing lists to apply for a COI certificate, and customs will complete clearance and release against the COI
