Certification Introduction

Electrical and electronic products exported to Guatemala must obtain mandatory COGUANOR certification administered by the Guatemalan Standards Commission (COGUANOR). This system aligns with the Central American Uniform Technical Regulation (RTCA) and is the statutory market access requirement for products entering the Guatemalan market. Uncertified products will be detained by customs or prohibited from being marketed. Certificates are generally valid for 3 years, and products are subject to annual market supervision sampling inspection. Holding internationally recognized test reports such as CB and UL can simplify the certification process.

Technical Requirements

  • Safety testing: Products must comply with IEC internationally harmonized standards, covering electrical insulation, dielectric strength, grounding continuity, and electric shock protection. Plastic components must meet the UL94 V-0 flame retardancy requirement;
  • Energy efficiency and performance: The coefficient of performance (COP) of air conditioners shall not be lower than 3.2; luminous attenuation of LED luminaires after 6000 hours aging testing shall not exceed 10%, which meets the requirements of LM-79 standard; regulated products must be affixed with energy efficiency labels;
  • Radio frequency and electromagnetic compatibility: The radiated power density of 2.4GHz frequency band of wireless products shall be less than 50mW/cm², and the overall electromagnetic compatibility performance shall meet the requirements of RTCA 70.01:2019;
  • Identification and documentation: The nameplate must be permanently marked with the Spanish certification mark, Spanish user manual and safety warnings must be provided, and plugs shall comply with the local Type A/B specifications.

Certification Process

Manufacturers submit certification applications, and provide test reports issued by ISO 17025/ILAC accredited laboratories, as well as product technical documents including circuit diagrams, user manuals, and a list of key components; COGUANOR conducts document compliance review, and determines whether additional localized adaptation testing is required based on the product risk level; complete the factory quality system inspection as required; after passing the review, the COGUANOR certificate is issued, and products can go through customs clearance and enter the market after being affixed with the compliance mark.
