Certification Introduction
Electronic and electrical products exported to Chad and released on the local market fall within the scope of mandatory compliance, and require two core types of market access documents: first, product conformity certification; second, ECTN (Electronic Cargo Tracking Note) must be processed for all goods imported via transshipment through neighboring ports. As a member state of the Economic Community of Central African States, Chad applies both regional unified certification rules and its own national customs clearance regulatory requirements. Goods without valid compliance certificates will face risks of customs clearance delay, fines or return shipment.
Laws and Regulations
- The competent regulatory authority is the Agence Nationale de Normalisation du Tchad (ANT), and the customs authority is responsible for certificate verification during customs clearance.
- Core regulatory rules: mandatory COC conformity requirement for Chad customs clearance, unified ITC certification system rules of the Economic Community of Central African States, and the ECTN system implemented since 2013.
- Applicable national technical standards: NT.01-2019 Electrical Safety Standard, NT.02-2020 Product Marking Specification, which equivalently adopt IEC international general standards.
Technical Requirements
- Product safety must comply with IEC international standards or Chad's NT.01-2019 requirements, and test reports must be issued by ILAC-accredited laboratories.
- Hazardous substance limit control requirements must be met, and high-risk electronic and electrical products need to additionally provide RoHS test data.
- Product labels and instructions must be in French, marked with country of origin, importer information and safety warnings, in compliance with NT.02-2020 marking specification.
- All electronic and electrical goods transshipped to Chad via ports such as Douala Port (Cameroon) and Lomé Port (Togo) must process ECTN in advance.
Certification Process
- Confirm product certification scope, prepare application materials: completed application form, commercial invoice, packing list, ILAC-accredited test report, product technical documents and product photos.
- Submit the application to Chad's officially authorized institution and wait for preliminary document review.
- The certification body arranges on-site inspection or sampling re-inspection testing according to the product risk level.
- Pay the certification fee after passing the review, and collect the COC/ITC certification certificate.
- Complete ECTN application before goods shipment for customs clearance verification.
