Certification Introduction

The core mandatory access system for electronic and electrical products entering the Brazilian market is INMETRO certification. Telecommunications electronic and electrical products with wireless communication functions are additionally required to apply for ANATEL certification. This system is regulated by competent authorities including the Brazilian National Institute of Metrology, Standardization and Industrial Quality (INMETRO). Products without the corresponding certification are prohibited from import, sale and distribution, which is similar in nature to China's CCC certification and EU CE certification.

Technical Requirements

Safety standards: Household appliances reference the IEC 60335 series, audio-video/information equipment reference ABNT NBR IEC 62368-1, luminaires reference the IEC 60598 series, and plugs and sockets must comply with the Brazilian standard NBR 14136. Electromagnetic compatibility must comply with corresponding Brazilian standards such as ABNT NBR CISPR 32, and meet the requirements for emission limits. Products must adapt to Brazil's grid parameters of 127V/220V, 60Hz. Energy efficiency controlled products such as air conditioners and refrigerators must be affixed with PROCEL/ENCE energy efficiency labels, clearly indicating the energy efficiency grade. All product manuals, identification and labels must be in Brazilian Portuguese, and products must be affixed with INMETRO/ANATEL conformity marks that include the certification body number.

Certification Process

Confirm whether the product falls under the mandatory certification catalog, determine applicable regulations and standards, and appoint a local legal representative in Brazil;
Select a certification body authorized by the competent authority to submit the application, and provide complete technical documents including circuit diagrams, key material list, Portuguese instruction manual, etc.;
Send test samples to an accredited laboratory to complete corresponding tests for safety, electromagnetic compatibility and energy efficiency items;
Complete the factory quality management system audit according to the corresponding certification mode: type certification for long-term sales requires an audit, while batch certification for one-time import only requires testing;
After all tests and audits are passed, complete official registration to obtain the certification certificate, and affix the conformity mark on the product as required.
