Certification Introduction
Cambodia implements mandatory ISC (Industrial Standards of Cambodia) certification for electrical and electronic products, which is under the jurisdiction of the Industrial Standards Department of Cambodia. It is a legal requirement for products to circulate in the Cambodian market and pass customs clearance, and the scope of application covers common electrical and electronic products, including household appliances, IT equipment, audio-visual equipment, lighting products, power adapters and other categories that pose potential risks to consumer safety.
Laws and Regulations
In 2006, the Ministry of Industry and Energy of Cambodia and the Ministry of Commerce jointly issued mandatory certification requirements for categories including electrical and electronic products. The current certification system is implemented by the Industrial Standards Department (ISC) under the Ministry of Industry, Science, Technology and Innovation (MISTI) of Cambodia, and implements mandatory and non-mandatory classified management. Electrical and electronic products in the mandatory catalog must obtain certification before they can be imported and placed on the market. The specific catalog of controlled products shall be subject to the latest official announcement of ISC.
Technical Requirements
Safety Performance: Comply with ISC safety standards developed based on IEC international standards (such as ISC 62233), and products must pass tests including insulation, voltage resistance, temperature rise, and grounding continuity to eliminate electric shock and fire risks.
Electromagnetic Compatibility (EMC): Products must meet the requirements of ISC CISPR series standards to avoid electromagnetic interference to surrounding equipment.
Energy Efficiency Requirements: High energy consumption products such as air conditioners and refrigerators must meet Cambodian energy efficiency standards and affix officially recognized energy efficiency labels.
Marking Requirements: Basic product compliance information in Khmer or English must be marked on the product packaging or product body.
Certification Process
After enterprises complete product classification and prepare technical documents such as product manuals, circuit diagrams and material lists, submit the certification application;
Complete sample testing in accordance with requirements; Test reports corresponding to IEC standards issued by internationally accredited laboratories are acceptable, and local re-verification is required in some cases;
High-risk categories need to supplement the on-site audit of factory production conditions;
After passing the audit, enterprises obtain the ISC certification certificate and the authorization for the use of the mark, and the products can clear customs and launch on the market. The validity of certification is usually 3 years, and products on the market are subject to random market inspections by the authorities.
