Certification Introduction
Cambodia implements mandatory ISC (Industrial Standards of Cambodia) certification for electrical and electronic products, governed by the Cambodian Industrial Standards Institute. It is a statutory requirement for products to circulate in the Cambodian market and obtain customs clearance. The applicable scope covers common electrical and electronic products, including home appliances, IT equipment, audio-visual equipment, lighting products, power adapters and other categories that have potential risks to consumer safety.
Laws and Regulations
In 2006, the Ministry of Industry and Energy and the Ministry of Commerce of Cambodia jointly issued mandatory certification requirements for electrical and electronic products and other categories. The current certification system is implemented by the Industrial Standards Institute (ISC) under the Ministry of Industry, Science, Technology and Innovation (MISTI) of Cambodia, which implements classified management for mandatory and non-mandatory products. Electrical and electronic products included in the mandatory catalog must obtain certification before they can be imported and placed on the market. The specific catalog of regulated products shall be subject to the latest official announcement issued by ISC.
Technical Requirements
- Safety performance: Comply with ISC safety standards formulated based on IEC international standards (e.g. ISC 62233). Products must pass tests including insulation, voltage resistance, temperature rise and grounding continuity to eliminate electric shock and fire risks.
- Electromagnetic Compatibility (EMC): Must meet the requirements of ISC CISPR series standards to avoid electromagnetic interference to surrounding equipment.
- Energy efficiency requirements: High-energy-consumption products such as air conditioners and refrigerators must meet Cambodian energy efficiency standards and affix officially recognized energy efficiency labels.
- Marking requirements: Basic product compliance information in Khmer or English must be marked on the product packaging or product body.
Certification Process
Enterprises complete product classification, prepare technical documents such as product manuals, circuit diagrams and material lists, then submit the certification application; complete sample testing as required, test reports issued by internationally accredited laboratories that conform to corresponding IEC standards are acceptable, and local re-verification is required in some cases; on-site audit of factory production conditions is required for high-risk product categories; after passing the audit, the ISC certification certificate and authorization for mark use are obtained, then products can clear customs and be launched on the market. The certification is usually valid for 3 years, and marketed products are subject to market sampling inspections by the authority.
