Certification Introduction
Bolivia implements mandatory market access certification for electrical and electronic products. The Bolivian Institute of Normalization and Quality (IBNORCA) leads safety, energy efficiency and quality certification, while the National Metrology Institute (IBMETRO) is responsible for type approval and verification of metrological electronic equipment. Wireless electronic products are additionally required to obtain type approval from the Bolivian Telecommunications Regulatory Authority (ATT). All imported electrical and electronic products must hold a certificate of conformity to clear customs and enter the market.
Laws and Regulations
The core regulatory system consists of national technical standards (NB/NBO series) issued by IBNORCA. All imported electrical and electronic products must meet conformity assessment requirements, and some product categories are subject to the mandatory COC (Certificate of Conformity) system. The specific control catalog and the latest regulatory requirements shall be subject to the official information released by IBNORCA.
Technical Requirements
Products must comply with Bolivia's NB/NBO series standards, which are equivalent to IEC international standards, covering three core dimensions: electrical safety, electromagnetic compatibility (EMC), and energy efficiency. For energy efficiency, the limit requirements of NBO 300-310 and NBO-IE series are implemented, and restriction of hazardous substances complies with the requirements of NBO 700 series.
All product manuals, safety warnings and technical documents must be provided in Spanish.
The product body label must mark mandatory contents including manufacturer information, model, production date, energy efficiency grade, etc.
Metrological electronic equipment for trade settlement (such as electricity meters) are additionally required to pass metrological accuracy verification, and wireless products must meet ATT radio frequency specification requirements.
Certification Process
Confirm product classification and clarify corresponding applicable standards and certification types;
Prepare a complete set of application materials, including Spanish technical documents, product design drawings, test reports, and manufacturer qualification certificates;
Submit the application and pay the certification fee;
Complete sample testing at an accredited body, and qualified international test reports can apply for accreditation transfer;
Accept on-site production audit when necessary;
After all audits and tests are passed, the certification certificate will be issued. The certificate is valid for 1-3 years, and regular supervision audits are required.
