Certification Introduction
Belize implements mandatory compliance control for electrical and electronic products entering its domestic market, led and administered by the Belize Standards Bureau (BZBS). Telecommunication electronic devices additionally need to obtain type approval from the Belize Public Utilities Commission. This requirement is a necessary prerequisite for customs clearance and market launch of batch-imported electrical and electronic products. As a member state of the Central American Integration System (SICA) and the Caribbean Community (CARICOM), products that meet regional rules of origin can enjoy preferential tariff treatment in Belize.
Laws and Regulations
- Core supervision is implemented by the Belize Standards Bureau in accordance with Belize's national electrical product safety regulatory rules
- Telecommunication electronic devices follow the radio frequency control requirements of the Belize Public Utilities Commission
- Imports must comply with Belize Customs' unified provisions on commodity classification and document certification, and second-hand electronic devices are subject to import age restrictions
- Resolution of customs clearance disputes follows relevant rules of the WTO Customs Valuation Agreement
Technical Requirements
- Safety requirements: Conventional electrical and electronic products must comply with IEC general international safety standards, and meet basic safety indicators including insulation, voltage resistance and fire resistance
- Electromagnetic compatibility: Must comply with general electromagnetic compatibility (EMC) requirements to avoid interfering with normal operation of other equipment
- Special requirements: Telecommunication equipment must additionally meet radio frequency performance indicators; second-hand electrical and electronic equipment must provide equipment age certificates, and high-energy-consumption second-hand equipment may be refused entry
- Document requirements: Commercial invoices must be certified by the chamber of commerce of the exporting country, certificates of origin must be issued by authorized institutions of the exporting country, and officially recognized English translations must be provided for non-English documents
Certification Process
- Confirm product classification and control category in advance, and clarify whether the product falls into special controlled categories such as telecommunication
- Prepare a complete set of application materials, including product technical specifications, IEC-standard compliant test reports, certificate of origin, certified commercial invoice, etc.
- Submit the certification application to the corresponding competent authority
- The competent authority conducts document review, and decides whether to require sample testing or port inspection based on product risk level
- After passing the review, obtain the qualified certification document, then complete customs clearance procedures and launch the product to the market
