Certification Introduction
Armenia is a member state of the Eurasian Economic Union (EAEU). Electronic and electrical products entering its market must comply with the EAEU unified certification system (locally called SARM certification, i.e. EAC certification). There are two certification modes: Eurasian Declaration of Conformity (EAC DoC) applies to most low- and medium-risk electronic and electrical products (such as low-voltage appliances, general household appliances, IT equipment, lighting), and Eurasian Certificate of Conformity (EAC CoC) applies to high-risk products. This system enables "one certification, access to five countries", certified products can circulate throughout Armenia, Russia, Kazakhstan, Belarus and Kyrgyzstan, no separate Armenian certification is required.
Laws and Regulations
Armenia fully implements the unified technical regulations of the Eurasian Economic Union. Core applicable regulations for electronic and electrical products include:
- TR EAEU 004/2011 Safety of Low-Voltage Equipment
- TR EAEU 020/2011 Electromagnetic Compatibility
- TR EAEU 037/2016 Restriction of Hazardous Substances in Electrical and Electronic Products Some special electronic and electrical products need to meet corresponding special EAEU technical regulations, product classification and mandatory requirements shall be confirmed on the official website of the Armenian regulatory authority.
Technical Requirements
- Safety requirements: Comply with electrical safety indicators of relevant regulations, covering insulation performance, voltage resistance, grounding protection, temperature rise limit, mechanical protection, etc.
- EMC requirements: Meet electromagnetic emission limit and anti-interference performance requirements to ensure stable operation of power grid and surrounding equipment.
- Environmental requirements: Restrict the use of six hazardous substances including lead, mercury, cadmium and hexavalent chromium, comply with RoHS requirements.
- Marking requirements: Affix EAC mark on product/package (minimum size ≥5mm), 2026 new regulation requires adding dynamic QR code, technical documents shall be in Russian, specific products need energy efficiency labels.
- All certifications require test reports issued by EAEU accredited laboratories.
Certification Process
Confirm product customs code, match applicable EAEU technical regulations, and determine certification mode. Designate a legal entity registered within EAEU as the certificate holder, prepare full set of Russian technical documents (including manuals, technical drawings, BOMs, etc.). Send samples to an EAEU accredited laboratory to complete required tests and obtain qualified test reports. Sign conformity documents, submit to the unified EAEU database for filing/registration, and affix compliance mark after obtaining certification documents.
