Certification Introduction

Armenia is a member state of the Eurasian Economic Union (EAEU). Electrical and electronic products entering its market must comply with the EAEU unified certification system (locally called SARM certification, which is EAC certification). There are two certification modes: the Eurasian Declaration of Conformity (EAC DoC) applies to most low- and medium-risk electrical and electronic products (such as low-voltage electrical appliances, general household appliances, IT equipment, lighting fixtures), while the Eurasian Certificate of Conformity (EAC CoC) applies to high-risk products. This system implements "one certification, valid for five member states", and certified products can circulate throughout Armenia, Russia, Kazakhstan, Belarus and Kyrgyzstan, without needing to apply for an additional separate certification for Armenia.

Technical Requirements

Safety Requirements: Comply with the electrical safety indicators specified in the corresponding regulations, covering insulation performance, voltage resistance, grounding protection, temperature rise limit, mechanical protection, etc. EMC Requirements: Meet the requirements for electromagnetic emission limits and anti-interference performance to ensure the stable operation of the power grid and surrounding equipment Environmental Protection Requirements: Restrict the use of six hazardous substances including lead, mercury, cadmium, hexavalent chromium, etc., in compliance with RoHS requirements Marking Requirements: The EAC mark must be affixed on the product/packaging (minimum size ≥5mm). The new 2026 regulation requires adding a dynamic QR code. Technical documents must be in Russian, and specific products need to be affixed with energy efficiency labels All certifications require test reports issued by EAEU accredited laboratories

Certification Process

Confirm the product HS code, match the corresponding applicable EAEU technical regulations, and determine the certification mode.
Designate a legally registered entity within the EAEU territory as the certificate holder, and prepare a complete set of Russian technical documents (including instruction manuals, technical drawings, BOM tables, etc.).
Send samples to an EAEU accredited laboratory to complete all required tests, and obtain a qualified test report.
Sign the conformity document, submit it to the unified EAEU database for filing/registration, and affix the compliance mark on the product after obtaining the certification document.
