Certification Introduction
Thailand adopts a categorized mandatory certification system for market access of motor vehicles and their components. Whole vehicle certification is supervised by Thailand's Department of Land Transport (DLT), while component certification is administered by the Thai Industrial Standards Institute (TISI). As a contracting party to the United Nations WP29 1958 Agreement, Thailand combines international certification with local testing, recognizes UN ECE/WVTA certification results, and exempts pure electric motor vehicles from the emission certification process.
Laws and Regulations
- Motor Vehicle Act: Governs whole vehicle type approval for passenger cars, light trucks and motorcycles
- Land Transport Act: Governs type approval for large passenger buses and cargo vehicles
- Industrial Product Standards Act: Authorizes TISI to manage standardization and mandatory certification of industrial products
- Consumer Protection Act: Specifies energy-saving labeling requirements for motor vehicles
The technical framework mainly references UN ECE series regulations, and TIS series standards are implemented locally.
Technical Requirements
- Whole vehicles: Must comply with UN ECE safety regulations, complete local emission testing (exempt for pure electric vehicles), and pass DLT's static inspection, braking test and safety device inspection; M1/N1 category vehicles must affix the ECO Sticker energy-saving label, and electric vehicles need an additional special label as the basis for consumption tax collection and subsidy application.
- Components: Glass, seat belts and emission-related components fall under mandatory TISI certification; tires and seats are subject to voluntary certification; components exported with whole vehicles are recognized with a valid E-mark certificate; after-sales replacement spare parts must meet TIS standards and obtain TISI certification; TISI certification is permanently valid, and original certificates automatically become invalid when standards are updated.
Certification Process
Prepare internationally recognized certification documents such as UN ECE/WVTA and product technical materials; for components, applications are submitted to TISI by local Thai importers, and TISI certification certificates are obtained after completing required testing; for whole vehicles, complete TISI-required emission testing (exempt for pure electric vehicles) first to obtain the emission certificate, then submit all certification materials to DLT and complete DLT-specified whole vehicle inspection items; after passing inspection, obtain the DLT type approval certificate, and the product can be launched for sale after completing product registration and affixing required labels.
