Certification Introduction
Singapore implements mandatory market access certification for motor vehicles and components intended for use on public roads, which is supervised by the Land Transport Authority (LTA) of Singapore. This certification is a legal prerequisite for products to be sold in the Singapore market and for vehicles to be legally driven on roads, covering complete vehicle type approval as well as certification for key safety components including seat belts, tires, glass, child car seats, brake components and other critical parts. Complete vehicle registration also needs to comply with the control requirements of Singapore's Certificate of Entitlement (COE).
Laws and Regulations
Core Regulatory Authority: Land Transport Authority (LTA) of Singapore
Regulatory Framework: Developed based on the unified motor vehicle regulations of the United Nations Economic Commission for Europe (UN ECE), combined with Singapore's local requirements for traffic control and environmental protection; total vehicle volume control follows the Certificate of Entitlement management rules under the Land Transport Act, and the latest requirements shall be subject to the official information released by LTA.
Technical Requirements
Safety Performance: Complete vehicles and key components must meet the corresponding UN ECE standards, covering items such as crash safety, braking performance, light signals, occupant protection, etc. Key components must pass durability tests to adapt to Singapore's high-temperature and high-humidity climate environment.
Emission and Environmental Protection: Must comply with Singapore's local motor vehicle emission limit requirements, and electric vehicles must meet energy consumption and electrical safety specifications.
LTA recognizes test reports and certification results that comply with UN ECE rules, which can simplify part of the certification process.
Certification Process
The manufacturer or its authorized local Singaporean agent prepares a full set of application materials, including product technical specifications, design descriptions, test reports and other supporting documents;
Submit the certification application through LTA's official online portal. After LTA completes the preliminary review of materials, send product samples to an LTA-accredited laboratory to complete the required tests in accordance with requirements;
After the test is passed, LTA reviews all materials;
After the review is approved, the certification approval document is issued, and the product can be legally exported or launched into the Singapore market.
