Certification Introduction

The market access for motor vehicles and their components in Malaysia is divided into two independent and parallel mandatory systems: Complete motor vehicles must obtain MOT type approval from the Malaysian Road Transport Department (JPJ) before they can be imported and registered for license plates; key safety and electronic motor vehicle components must obtain mandatory SIRIM certification before they can be legally sold in the local market.

Technical Requirements

Complete Vehicle: More than 40 compliance tests covering vehicle structure, braking system, lighting, emissions, etc. must be completed. The Euro 5 emission standard is currently enforced, and it will be upgraded to Euro 6 after 2025, adding the Real Driving Emission (RDE) test; electric vehicles must additionally meet the battery safety requirements of MS IEC 62133; components that already hold EU E-mark certificates can get corresponding test reduction or exemption. Components: Mandatory certification covers key components including tires, seat belts, safety glass, vehicle lamps, on-board electronics, etc. Tests cover electrical safety, electromagnetic compatibility (EMC), product durability, tropical environment adaptability and other items; specific standards are: lamps comply with MS 974, braking systems comply with MS 1236; the SIRIM mark must be directly marked on the product itself, and cannot only be affixed to the outer packaging.

Certification Process

Component Certification: Confirm the applicable standard for the product, prepare technical documents in English or Malay, appoint a local authorized agent in Malaysia, send samples to a SIRIM-accredited laboratory for testing, holding a valid CB report can simplify the testing process, bulk long-term certification requires a factory audit, a 3-year valid certification certificate will be issued after passing the audit, products can be launched to the market after affixing the SIRIM mark, and subsequent annual supervision audits are required.
Complete Vehicle Certification: Prepare vehicle technical documents, E-mark certificate and test reports, complete Malay notarization of the documents, send them to a JPJ-designated laboratory to complete supplementary tests, submit the materials to the JPJ Technical Review Committee for review, obtain MOT type approval after passing the review, and then you can process vehicle registration and licensing.
