Certification Introduction
Malaysia's market access for motor vehicles and automotive components consists of two independent and parallel mandatory systems: Complete motor vehicles must obtain MOT type approval from the Malaysian Road Transport Department (JPJ) before they can be imported and registered; Key safety and electronic automotive components must obtain mandatory SIRIM certification before they can be legally placed on the local market for sale.
Laws and Regulations
The competent authorities are the Malaysian Road Transport Department (JPJ) and Standards and Industrial Research Institute of Malaysia (SIRIM). Supervision is implemented in accordance with Malaysia's road traffic safety-related regulations. SIRIM certification is carried out based on Malaysian National Standards (MS). Complete vehicle certification recognizes EU E-mark certification results. Emission requirements follow the relevant emission standards of the United Nations UNECE. Specific rules shall be subject to the latest official announcements.
Technical Requirements
- Complete vehicles: More than 40 compliance tests covering vehicle structure, braking system, lighting, emissions, etc. are required. Euro 5 emission standards are currently enforced, and will be upgraded to Euro 6 after 2025, adding Real Driving Emissions (RDE) testing; Electric vehicles must additionally meet the battery safety requirements specified in MS IEC 62133; Components with valid EU E-mark certificates can enjoy corresponding test item exemptions.
- Components: Mandatory certification covers key components including tires, seat belts, safety glass, automotive lamps, automotive electronics, etc. Tests cover electrical safety, electromagnetic compatibility (EMC), product durability, tropical environment adaptability and other items; Specific applicable standards are: lamps comply with MS 974, braking systems comply with MS 1236; The SIRIM mark must be directly marked on the product body, and cannot only be attached to the outer packaging.
Certification Process
- Component certification: Confirm the applicable standard for the product, prepare technical documents in English or Malay, appoint a local authorized agent in Malaysia, send samples to a SIRIM-accredited laboratory for testing. Holders of valid CB reports can simplify the testing process. Batch long-term certification requires a factory audit. After passing the audit, a 3-year valid certification certificate will be issued. The product can be launched in the market after affixing the SIRIM mark, and annual surveillance audits are required subsequently.
- Complete vehicle certification: Prepare vehicle technical documents, E-mark certificate and test reports, complete Malay notarization of the documents, send to a JPJ-designated laboratory for supplementary testing, then submit all materials to the JPJ Technical Review Committee for review. After passing the review, you will obtain MOT type approval, and can then proceed with vehicle registration and licensing.
