Certification Introduction
The Philippines implements mandatory market access certification for motor vehicles and regulated automotive components. Only products that have obtained compliance certification can complete customs clearance, vehicle registration and be legally marketed. Complete vehicles must obtain both vehicle type safety certification and emission environmental protection certification. Core automotive components subject to mandatory supervision shall apply for certification to the Bureau of Philippine Standards (BPS) of the Philippine Department of Trade and Industry: PS certification (valid for 3 years) is available for multi-batch exports, and ICC certification (only valid for the corresponding single batch) is available for single-batch exports.
Laws and Regulations
The main regulatory authorities include the Land Transportation Office (LTO) of the Philippine Department of Transportation, the Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources, and the Bureau of Philippine Standards (BPS) of the Department of Trade and Industry. The core regulations are Republic Act 11697 Electric Vehicle Industry Development Act, and the mandatory regulatory provisions related to standardization of the Philippine Department of Trade and Industry. Currently, the Euro 4 standard is implemented for motor vehicle emission regulations, the implementation plan for the Euro 5 standard has been publicly announced, and it is planned to be mandatory for all new vehicles starting from January 2027.
Technical Requirements
- Complete vehicles: Must comply with LTO's motor vehicle safety technical requirements, exhaust emissions meet Euro 4 limits, UN R-series and equivalent emission certification reports from the country of origin are accepted; pure electric vehicles need to additionally complete environmental compliance inspection; must comply with Philippine steering position import access requirements, specific restrictions shall be confirmed with the authority in advance.
- Mandatorily regulated components: Safety glass, seat belts, storage batteries, child safety seats, on-board charging devices, etc. must comply with corresponding Philippine national standard requirements, and can be imported and sold only after affixing the required certification mark.
Certification Process
For complete vehicle certification: Complete registration and filing of the manufacturer and local importer, submit the certification application and full set of technical documents, the authority conducts document review, complete prototype vehicle inspection as required, after passing the review, obtain the complete vehicle type certification certificate and emission compliance certificate respectively, then customs clearance and vehicle registration can be processed. For component certification: Submit the certification application, complete factory inspection/port sampling according to the certification type, send samples to an accredited laboratory for testing, after the test passes, the corresponding certification certificate will be issued, and the product can be cleared and enter the market after affixing the certification mark.
