Certification Introduction
Indonesia implements a dual mandatory market access system for motor vehicles and their components, with the core being SNI certification managed by the National Standardization Agency of Indonesia (BSN) and motor vehicle safety certification from the Ministry of Transportation (MoT). Motor vehicles and key components included in the mandatory catalog must obtain the corresponding certification before they can be imported or launched into the Indonesian market. Uncertified products are prohibited from circulation, and violators will face product removal, fines, and even criminal penalties. Special-purpose products such as R&D test samples and exhibition products can apply for exemption.
Laws and Regulations
Current core regulations include Indonesia's Regulation No. 19 of 2018 and Minister of Industry Regulation No. 48 of 2020. In March 2025, the Indonesian Ministry of Industry issued the new Regulation No. 7, which will officially enter into force in July 2025 and be fully implemented starting July 2026, bringing systematic reform to the SNI certification system. The Ministry of Transportation revised the Indonesian Motor Vehicle Technical Regulations in 2023, clarifying mandatory certification requirements for imported motor vehicle components.
Technical Requirements
- At present, 18 categories of motor vehicle components are included in the SNI mandatory certification catalog, including brake pads, seat belts, tires, lamps, safety glass, storage batteries, etc. Products must comply with corresponding Indonesian SNI national standards, and UNECE ECE regulations are accepted as equivalent standards;
- Safety performance must meet specified indicators, such as friction coefficient and wear rate of brake pads, rolling resistance and wet grip of tires, and light distribution performance of lamps;
- Environmental requirements: Emission-related components must comply with Euro V standards, rubber products must pass SVHC (Substances of Very High Concern) testing, and the 30% recycled material proportion requirement has been enforced since 2025;
- Manufacturing enterprises must establish a quality management system compliant with ISO 9001:2015;
- The product itself and its packaging must be marked with a clear SNI mark, certification number and traceability QR code.
Certification Process
- Overseas manufacturers must appoint a qualified, legally registered official Indonesian representative, complete trademark registration preparation in advance, and confirm whether the product is included in the mandatory certification catalog;
- Prepare a complete set of Indonesian-language technical documents, and submit the certification application through the SIINAS system of the Indonesian Ministry of Industry;
- Send samples to a KAN-accredited Indonesian laboratory to complete product testing in accordance with corresponding standards;
- Accept the officially arranged factory quality system audit, and obtain the SNI CoC (Certificate of Conformity) after passing the audit;
- Apply for SPPT market access approval, and obtain Indonesian market access qualification after passing the final review by the Ministry of Industry;
- Annual compliance supervision confirmation must be completed during the validity period of the certification, and renewal can be applied for before the certificate expires.
